      On 6/23/2024 AD, I was attacked and injured at a hotel in ***********. Upon arrival of the police officers, they had called an ambulance, which I did not request. Upon the paramedics arrival, I immediately had refused the service because my injury had stopped bleeding and I did not feel I need further medical care. The police officer told me that it does not cost anything to be evaluated by the paramedics. So, I walked over to the ambulance and verified with the paramedic that there was no charge. The paramedic specifically verified that there is no charge just to be checked out. Shockingly, on Saturday, 8/24/2024 AD, I received an initial bill marked, "past due," for the amount of $995 for an assessment fee that I absolutely never agreed to. I only agreed to the assessment contingent upon the paramedic, representing Hall Ambulance Service, stating that there was no charge just to be checked out by them. This was an extremely quick evaluation that was only authorized by me based upon both the officer and the paramedic stating there was no cost to be evaluated. Then, all of a sudden 2 months later, I am receiving a past due bill attempting to scam me out of $995 for a charge that I never agreed to begin with, but was specifically told that it would not cost anything just to be checked out.I contacted a billing representative today, 8/26/2024 AD who stated that she was sorry for the misinformation I was given and further explained to me that the paramedic should never have told me it was free because it isn't. When a person only agrees to have a service performed by a person, at no cost, and was specifically told that it would not cost anything by the representative of the company who is also providing the service, and then all of a sudden receives a bill for almost $1000.00 for what was suppposed to be given at no cost, it is declared a scam. Hall Ambulance Service is scamming innocent citizens and taking advantage of victims at devastating moments in their lives.

      ************** did contact us today regarding his account. We did try to explain to him that we were sorry he was given incorrect information regarding our billing. I am not sure why the police officer told him there was no charge as he does not know our billing practices. There has been ongoing training with the field staff letting them know that this is a billable procedure and to direct any questions regarding billing or a patients bill to the **************** We did let ************** know that if he was the victim of a violent crime that there is assistance that can help him and that would take care of the bill for the assessment. He was still very angry and yelling at my staff that he should not have to do that because he was told he would not be billed for the assessment. Once he files the claim with ******, we would be able to submit the bill to the state and he would not be responsible.

       I am rejecting this response because:

      I had called the ***************************** after speaking with 3 of your representatives and being told that no supervisor works today to speak with. *******, an employee of yours that the police transfered me to, verfied that I was lied to once again today and of course, a supervisor is there; the Billing Manager, but was unavailable and directed me to leave a message to have her return my call. I have yet to receive a call back. The police officer I had spoken to today verified that Hall Ambulance Service is not supposed to be charging anything for assessments. The dispatcher, police officer, and paramedic now have all verified that there should have been no cost for your paramedic to evaluate me. I never requested the ambulance. I never requested medical assistance. I only agreed to be assessed because the police officer told me there was no charge and the paramedic that represented Hall Ambulance Service, who was the one who evaluated me, confirmed that there is no charge just for them to check me out. I never agreed to pay anything. I did not want the service to begin with. I only allowed your paramedic to evaluate me contingent upon him doing so at no charge.  The victims assistance program does not just simply pay the fraudulent charges you are billing me for; fraudulent because I was told there is no cost for the assessment. The victims assistance program representative stated they will only pay it after successful completion of an in depth review of an application, while meeting there criteria, and only after the insurance companies reject the bill. This is a long drawn out process that I should not have to even be involved in. Hall Ambulance Service, **** is not only causing me pain and suffering as an individual, but your company's scam is hindering trust between the community and the *****************************. Your company's fraudulent actions are just another reason for the community not trust trust the community's law enforcement. The *****************************, the Bakersfield community, and myself are all victims of deception by Hall Ambulance Service, ****

      I would suggest your company reverse the ficticious charge you have billed me for and completely zero out the account prior to me seeking further legal assistance.

      This was not a fictitious charge. We were sent on this call by another agency and we did an assessment on the patient. Per the EMS board, we are allowed to bill for an assessment. Our Billing Manager did talk with ************** today and did adjust his balance to $0 at 2:12pm today. ************** was told we would be sending him a copy of the $0 invoice showing the balance is closed. He should receive this copy within a week. 

      Regarding ****************** behavior, he has been calling our department and yelling and cussing at our staff all day today. Our Billing Manager was out of the office yesterday and responded to ************** this afternoon as soon as she was available. He told at least 2 of our staff members to "get off their ass" and go get the manager. He has been rude and disrespectful.

       I am rejecting this response because:

      The manager responding is defaming my name and position with outright lies in her response. In my business relationships, just like most people I know who choose to utilize the Better Business Bureau to help resolve unethical business practices, I am completely level headed and never would tell an entry level telephone representative to, "get off their ***." Nor would I communicate by cussing at an entry level telephone representative knowing that they have no authority to resolve any issue like this. The manager who has previously replied to this thread is fabricating reality in a feeble attempt to make their deceptive business practices look less deceptive. For any stock holder or future investor who reads this, please be warned that the representative who responded is just trying to create a smoke screen. None of her alleged accusations against me took place. Hall Ambulance Service, *** has definitely harmed the Bakersfield community, the reputation of the ***************************** in the community, and has caused harm in my own life with their deceptive business practices without any apology whatsoever.

      In addition, I was told by the last Hall Ambulance Service, *** telephone billing representative that they are refusing to send out an adjusted statement showing a zero balance until I sign a medical information release authorization form and pay a $15 processing fee. The representative stated she would mail me the release form for me to sign and return to them. Those were among the final words exchanged with the Hall Ambulance Service billing representative. This information should serve to prove that I was not told that I would receive an updated statement in a week showing a zero balance directly, as the deceptive manager who replied to this thread stated in her previous reply. Her previous replies of false accusations against me is definitely a smoke screen intended to blind the stock holders and future investors. Hall Ambulance Service, *** definitely operates with deceptive business practices. BEWARE!

      Hall Ambulance fallaciously assessed $2,788.75 against me for services that I did not request and they also have sent my file to collections.On April 7, 2023, I called 911 and requested assistance from the fire department which is located less than one mile from my residence. The fire department arrived at my residence and assisted me. I neither called nor requested any assistance from Hall Ambulance.While the fire department was at my residence, Hall Ambulance unexpectedly arrived at my residence. Upon arriving, the Hall Ambulance employees immediately declared, "We cant do anything for you. There's nothing that we can do and you shouldn't go to the hospital because there is nothing the emergency room can do for you." The Hall employees seemed to have had no intention of doing anything other than obtaining my insurance information. The Hall employees then stated that they could not leave my residence until I signed a form stating that I would not let them take me to the hospital. Under duress, I was forced to sign the form to get the Hall Ambulance employees to leave my property.On September 26, 2023, I called and spoke with Hall Ambulance employee ***************************, ******/Collector, to discuss the fallacious charges assessed against me on account ******** on April 7, 2023. During our phone conversation ******* validated that I did not call Hall Ambulance on 4/7/23, validated that I did not request any assistance from Hall Ambulance on 4/7/23, and validated that she could not find any record of who requested the services of Hall Ambulance to my residence on 4/7/23.BlueCrossBlueShield has substantiated several times that I did not request Hall Ambulance assistance, that Hall Ambulance did not perform any medical services on April 7, 2023, and that I am not responsible for any charges assessed by Hall Ambulance.I am requesting Hall Ambulance remove the erroneous $2,788.75 charges assessed against me.

      Please refere to RUN # **-132261 CHP Incident # **** *********** had improperly sent me an ambulance bill on services I did not render nor authorize. I had informed H3****138303837363934H multiples times about the bill but I seem to be getting the run around. On 14 December I was involved in a (not at fault accident) where the ambuluance responded to H31303****3353**03**9H call for the other vehicle. I was checked out by the local fire department who were the first responders to this accident and they determined I had no significant injuries. The paramedics from H3****138303837363934H did not assess nor provide me any services. I had refused any treatment, assessment, or transportation from H3****138303837363934H. I had informed the employees at H3****138303837363934H multiple times that I was check by the fire department and refused any assessments, services, and transportation. The H3**5303438383**53333H crew force me to sign, what was told to me, to be a liability waiver by not rendering their services but was rather a document stated I recieved services. I had refused multiple times to sign the document at the crash site but the ambulance crew, interupting the police interview, would not go away despite the fire department stating I was not injured. The customer ********************** agent reported that I had signed acceptance of service when I was told it was a liability release waiver. Additionally, I was in no condition at the moment of signing to truly understand and give consent to what was signed. If this was truly the case, the ambulance crews are conducting H3**536393334303**137H fraud. The ambulance call and services were for only to treat the at fault driver, *********************, and his passenger, who were both significanlty injured at the accident and render ****** services. Im hoping that this was just an error in billing and a misunderstanding. If I don't hear back by 26 January **** then I will be filing a lawsuit for H3**536393334303**137H malpractice and fraud.

      Hall Ambulance is allowed to bill for assessment services using the ***** billing code A0998. This code tells insurance that an ambulance responded and treated the patient but did not transport the patient. According to our EHR, the patient's vitals were taken by our crew. Because the patient is saying that it was only the ********************** that took his vitals, I will remove the patient's liability from the account. A note is also in the account that the patient should not receive another bill. If the patient does receive another bill for any reason, please contact us so we can correct the account.
