    My husband and I are in the process of building a new home. Mr. Otis was referred to us by Another gentleman who did work for us before. We met Mr. Otis on ********* at the ************ parking lot to discuss The cost and material. We told Mr. Otis that $25,000 was kind of expensive and we ask him how can we get the cost down. He said ok and dropped it to $22,500 then he immediately said I need the money by today because I'm the next two days the material is going to go up because of Hurricane IAN and none may be left by the time we start building. We told him we can go with him to purchase the material directly with our card and he declined. So I let him know I will need a copy or picture of the cost of material. Since he made it seem like such a rush and he said OK but we needed to move fast. We even offered ***** and he insisted that he would take care of it he had a place. I asked can you please just send me a copy or a picture of our records for our records he told me that he had to keep them for his tax records. On ********* we met Mr. Otis at****************************** to give him money for the electrical material. My reason for wanting a receipt is because Mr. Otis seems to be charging double times more than the national average rate to wire a home. I feel that Mr. Otis is being fraudulent about the Cost of material and labor because no matter how we add up the numbers whether is per square footage or buy $100 an hour he is still overcharging so I need proof. If he can't give us our money I would like our $5, 625 in materials that he stated he has purchased. He said he threw all the receipts away. No work has been done because home has not been built. We didn't sign a contract only a acceptance of proposal. I feel were deceived because of Mr.Otis over exaggerating labor cost and the cost and availability of material. I feel that he should provide the receipts we asked for or refund our money. I don't want this to be difficult.

    Please see attached signed agreements. Company does not release receipts of items/supplies purchased by the company. this is a general practice for most contractors.

    Oj Electric aka Otis ****** is not or will not to cooperate with the contractor request in order to be considered for the bid/project. Mr. Otis lead us to believe that he would get material for us because he had a company that he uses to purchase his material... and that we could not accompany him as requested... because it was for contractors only! Although it's not customary for a contractor to supply receipts... it's not impossible... especially if the hiring employer requested it. I fell that since we are the contractors... we get to set the rules and guidelines despite what ****** said about it not being customary. I feel if someone employs or consider employing your services... you should comply. If a agency hires someone... the employee can not and should not and would tell the employer of the company... what they are going to do or not going to do. You can't walk in to establishment telling the person what you are going to do or not going to do. Mr. Otis always allow others to work under his license for tax free kick backs. I feel if he knew he couldn't or wasn't willing to comply with what we requested. He should have not bided for the job. We have not or did give Otis ****** permission to keep any money or material. I feel that since we have not begun any of our building process and he has not lost out on anything ... he should refund our (all) our monies or the material equal to the money so that it can go toward our future project. Even stores takes returns if you are not satisfy. He is unable to explain his calculations , unwilling to provide receipts... and communication with him is horrible. He didn't carefully review the plan...and it's our right as a contractor to discount services with him. I'm knowing to use ...He uses the same bid sheet for bids and tells you to sign and where to sign and try's to use it against you. No one will willingly give someone $5,625 dollars and expect nothing in return. Our home has not been built and Mr. Otis refuses to cooperate or comply with what we want. So we will not be using him. We would just like a full refund or our material which is fair.
