HUD attempts to contact unpaid homeowners about their available refund, it also
works with third party tracer companies to help facilitate the payout process. HUD makes available cumulative listings of qualifying property owners by State
who meet requirements for mortgage insurance premium refunds. There is no
need for licensing and third party tracers can work with homeowners in all 50
states. HUD works with these third party tracers as long as they do not
misrepresent themselves or the process to the public. The tracer companies
must submit the case forms to HUD for any participating homeowners with
necessary supporting documentation (e.g. deed and/or mortgage documents). HUD pays the refunds directly to the homeowners.
