I got my HVAC system installed during 2019 August by **** ****** Heating and Cooling. They installed it with wrong capacity on the condenser that's at 3.5 ton and EVAP Coil is at 5 ton. The technician who inspected this told me that there can be a 1/2 ton difference to upsize the SEER rating but, not 1.5 ton and this is the reason for the capacitor to fail. Please see this complete report attached here and also I have pasted their report here below.

Unit not running on arrival. At outdoor unit fan was spinning backwards. Found a failed 45/10 run cap. Made my own to test the system. System running and slightly low on refrigerant. Maybe 1.5 lb. System is from 2019. I originally thought system was low on freon but my pressures are not accurate due to size of unit.
WHEN PULLING THE SPECS ON THE EQUIPMENT I NOTICED THE CONDENSER IS ONLY
3.5ton & EVAP COIL IS 5ton. THIS IS IMPROPERLY INSTALLED. CONDENSER AND EVAP
COILS SHOULD BOTH BE A 5TON UNIT. YOU CAN NOT UPSIZE THE EVAP COIL 1.5tons IT WILL
NEVER WORK PROPERLY. IT IS ALSO WHY THE PRESSURES LOOK LIKE SYSTEM IS LOW ON FREON AND WHAT CAUSED THE CAPACITOR TO FAIL. CONDENSER LACK THE ABILITY TO EVER WORK ON THIS SETUP. RECOMMEND REPLACEMENT OF CONDENSER. DRAIN LINE ALSO OUT OF CODE, NEEDS REPLACED SHOULD BE 3/4" PVC.
