On November 5, 2002 the Office of the Kansas Securities Commission issued an Emergency Cease and Desist Order against Information Brokerage Systems, Inc and Michael Edgecomb for allegedly promoting and offering 100% insured, high rate certificates of deposit, returning 14 to 24% interest per year. The Order alleges that neither the investment opportunity nor the respondent promoting are properly registered under the Kansas Securities Act.
