    On August 27, 2023, I entered into a contract with Ward Communities to purchase Lot 54 (** *** ***** ****) in the Pines at Cherry Hill subdivision in Elkton, MD. At the time, the home was constructed and was the 'spec' home for the community and being sold at a discount. The one outstanding item was the construction of a 14x12 deck to be added to the back of my property. Ward was responsible for the permitting process with Cecil County to request a variance or lot revision and then complete the deck within 180 days of my closing date which was September 28, 2023. Per the contract, if the deck is not constructed within 180 days, Ward would refund me the cost/value of the deck (which the sales rep estimated to be approximately, $18,000. TO DATE, Ward has not successfully obtained the permits from the county, and my emails go unanswered for days or even weeks at a time. There does not appear to be any good faith effort on behalf of the business to remedy this issue. Since they could NOT successfully complete the construction of the deck, on May 1, 2024 (nearly 8 months AFTER the closing date) I requested the sales team and construction manager to confirm and validate the deck value and let me know the amount I would be refunded. As of June 12, 2024, I still not have received a response to that inquiry.

    Each time I reach out via email, I also have to go and contact Cecil County zoning & planning to see if there has been any progress made so I can validate that against what Ward is telling me. On multiple occasions, I provided Ward with an update from the county that they did not seem to be aware of which to me constitutes negligence and a lack of effort. We have copied leaders on our emails and no one from the company has reached out to apologize for this poor performance.

    We purchased this home for $449,990 which included a deck that we have YET to receive. My request is that the company remedy this issue immediately by putting in the deck or refunding me.

    Hello,

    My name is Earl ********, I'm the President of Ward Communities. I just emailed Ms. Cleveland and told her that we will issue a check today for the amount she paid for the deck in question. I apologized about this terrible situation. The bottom line is we were unable to get a variance from Cecil County to allow us to build the deck she purchased, this should have never gotten this far. I'm embarrassed it took so long to simply give Ms. Cleveland her money back.

    If anything else needs to be done by Ward Communities on this situation, please let me know. We'd be happy to do whatever needs to be done.
