    Services not provided when paying for permit (hooded) parking for meters. On 7/12 I had purchased permits for 3 meters, enough space for a moving truck to fit and unload. However, my parking spots were taken, and after multiple calls made to park Omaha with no success. Ultimately Omaha PD was called and assisted before park Omaha returned our calls. Park Omaha has lied about sending someone out to follow-up with us. Nobody made contact with us, only a return phone call occurred at tue very end of the move. I am refusing to pay for the invoice due to park Omaha's negligence in enforcing and removing cars parked illegally.

    Services were provided as contracted. Three meters (111130 – 111132) were requested to be hooded for 7/12/24. On 7/11/24 at 3:01pm, the 3 meters were hooded, which is shown in our daily hooding log. Even though the hoods clearly state towing can occur, people still park in spaces they shouldn’t and enforcement may be needed. The enforcement procedures are defined in the signed Meter Hooding Application. Nothing is towed unless requested by the person who completed the application or their designee (must be listed on the application). If a car is requested to be towed, various other details are verified in order to avoid towing an incorrect vehicle. How quickly (or slowly) someone responds, can affect the time it takes to tow a car.

    Based on emails, call logs and voice mails, the following events occurred:

    There were 2 phone numbers associated with this application. Both were looked for in our main office call log and the Public Work Specialist (PWS) phone log. Our office received calls from either phone number at 12:35pm, 12:37pm and 12:44pm but no others.

    There seems to be a few discrepancies with the complaint. In your own email (7/15/24, 11:06am), it was stated, “My girlfriend and I called numerous times throughout the morning only to get your prompt saying your line was busy.” The first call to the office was at 12:35pm (not morning) but due to other calls coming in, that call was placed in a holding cue and would have been answered in the order it was received, a minute or 2 later. At 12:44pm a call was answered and after briefly talking to the receptionist, the call was transferred to the PWS, who was not at his desk as he was working out in the field. A voice mail was left at 12:46pm, which was calm and there was no mention of this being an emergency or urgent situation. As soon as the PWS got back to his desk, he called back at 1:09pm which is 23 minutes after the voice mail and 34 minutes after the first missed call.

    On that call, the situation was explained to the PWS that there were originally 3 vehicles parked in the spaces but 2 cars had moved so you were able to use 2 of the 3 requested spaces. When the PWS asked if you wanted enforcement on the 3rd car, that was declined stating you only needed 2 spaces anyway. The PWS apologized for any inconvenience and with no other questions asked, he quickly credited out the 3rd hood fee.

    Another discrepancy is that above it’s mentioned, ” Nobody made contact with us, only a return phone call occurred at tue very end of the move”. In the same email, (7/15/24, 11:06am), you stated, “When the movers arrived at 11:20am to the reserved spots after packing, there were STILL cars parked. The movers were unable to start officially unloading until 1pm.” This states the movers started shortly after 1pm. A returned call was made at 1:09pm, which was at the beginning of the move, not the end.

    To summarize; two of the 3 requested meters were used on 7/12/24. The 3rd meter was credited since we were told it’s not needed. Enforcement was offered but was declined by the requestor. Based on all the facts, the service of hooding the 3 meters was completed and Park Omaha was responsive to the calls received.

    Throughout the email correspondence, it’s mentioned a few times about calling our office and not getting any response. All calls received are listed above. An additional credit was offered if you could provide evidence of phone calls being made to the office but nothing was provided. All cell phones have a call log. A quick screen shot would be sufficient. If there were other calls coming in but not registering on our call logs, we’d like to know that.
