On August 7, 2019, BBB Serving North Central Texas requested that the business substantiate, modify, or discontinue a large number of advertising claims on its website.

Some of the challenged claims include, "Safe, non-toxic cleaner", "As a leader in green cleaning technology, our Pre-Spray is OMRI listed.", "We are IIRC certified...", "The Zachary carpet care system is Gold Rated by CRI -the Carpet and Rug Institute.", "If mold is present our specialized mold removal team will take care of any evidence of mold.", "Our full pet treatment is proven: Removes odors permanently--Guaranteed.", "100% Satisfaction guaranteed", "Only organic cleansers are used, safe for children, pets, and family members of all ages. The equipment we use and procedures are designed to remove allergens, dust mites, and bacteria from your air ducts."

Section 20 of the BBB Code of Advertising states, "Advertisers should only use 'satisfaction guarantee,' 'money back guarantee,' 'free trial offer,' or similar representations in advertising if the seller or manufacturer refunds the full purchase price of the advertised product or service at the consumer's request. When 'satisfaction guarantee' or similar representations are used in advertising, any material limitations or conditions that apply to the guarantee must be clearly and conspicuously disclosed."

Section 34 of the BBB Code of Advertising also states, "Claims relating to performance, energy savings, safety, efficacy or results for a product or service should be based on recent and competent testing or other objective data."

Section 36 of the BBB Code of Advertising also states, "Non-toxic claims likely convey that a product, package or service is non-toxic both for humans and for the environment generally. Thus advertisers must either possess competent and reliable scientific evidence that this is the case or clearly and conspicuously qualify the claim to avoid confusion. An advertiser's unqualified use of environmental certifications and seals of approval may imply to consumers that the certificate or seal was awarded by an independent third party. If that certification or seal was not, in fact, awarded by an independent third party, the advertisement must clearly and conspicuously disclose that fact."

While the business initially responded to BBB, as of October 23, 2019, the business has failed to substantiate, modify, or discontinue all advertised claims brought to its attention. It is important to note that this is the second time BBB NCTX has requested substantiation from Zachary Carpet Care, and the second time that the business has failed to provide advertising substantiation, modify, or discontinue advertised claims. This business, dba Rockwall Steam Cleaning, has a history of violating BBB name and logo policy and has falsely stated BBB accreditation or referenced the BBB name or logo in an unauthorized manner, despite BBB's efforts to get the business to cease using BBB trademarks. This use of BBB trademarks constitutes trademark infringement and is a violation of trademark rights of the International Association of Better Business Bureaus.
