      This business does not allow you to pay in legal tender. A.k.a. cash. And they force you to choose between debit or a loadable card that you can only load using a debit card or credit card. There are many people in the area who have to use neighbors, family members, or friends, electronic payment methods in order to use the dump. There is no way to load or use any payment method at the dump from cash. Theres nowhere locally that you can put cash onto a loadable card. I was forced to go and open a electronic payment method that had by use or monthly fees just so I can dispose of my house hold waste. This business needs to be able to accept and maintain all legal transactions using legal tender. They are claiming they dont due to safety of their staff, Instead Of creating proper procedures, like all other businesses to maintain the usage of cash. It would be completely understandable for them to say they dont accept bills larger than $20 for example, as most waste is disposed for one dollar a bag. At the current rate of using a pay by use debit card each bag of garbage cost me an additional five dollars for the service charge on the debit card.**** As a whole claims that they represent the law and regulations of our area. Yet insults us by not accepting legal tender aka cash. I dont believe that as a taxpayer that I need to go and pay additional fees to a third party to use a service provided to tax payer using tax payers funds.

      The **** is not obligated to accept cash payment at solid waste facilities and has signs posted on site informing customers of this before reaching the scale house to begin a possible transaction. The term legal tender refers to bank notes/coins issued by the **************. Its a technical term meaning the ******************** has deemed them to be the official money we use in our country. Today, money is not just bank notes but takes many different forms:credit cards, debit cards, cheques and contactless payments using mobile devices. You can pay with any of these forms of money, even though they are not considered legal tender. Anything can be used if the buyer and seller agree of the form of payment.       The TNRD solid waste network is comprised of 27 collection facilities across the region. This includes 11 Eco-Depots (2 with receiving landfills) and 16 transfer stations. Eco-Depots and transfer stations are facilities at which municipal solid waste is dropped off by customers, loaded into larger trailers or bins and hauled to an off-site landfill for final disposal. All the facilities are rurally located and some are very isolated.  There are no cash in transit operators (ex. Brinks) that will service the facilities because they are too isolated.  Given that many of the sites are run by a single attendant, staff safety and site security in in fact a priority therefore cash is not accepted at any **** solid waste facility.  Unfortunately, many facilities are often targeted for theft and experience thousands of dollars in damages annually despite not having any cash on site. 
      Regarding payment types, the **** accepts electronic forms of payment where feasible. Eco-Cards and charge accounts are accepted at all facilities. Facilities with weigh scales offer electronic payment types including debit, ****, MasterCard, Eco-Card and charge account. Facilities without weigh scales offer Eco-Card payment or charge account. The re-loadable Eco-Card system allows customers to top-up their own Eco-Cards in several ways including:
      Online using customer portal ***********
      Accepts debit cards with **** or MasterCard symbols

      In person at an Eco-Depot

      I am rejecting this response because it is not do able for me to get to kamloops to pay cash when i live an hour away without a vehicle. Orphan who has no means of family to let us use there electronic payment devices and its costing me monthly a min of $15 to have a card for $4 worth of solid waste disposal. This is the only thing my life demands to have a stupid electronic payment device. Not all people have or want to use electronic payment services. A cash purchase option needs to be available within a reasonable from the disposal location.
