    I booked and paid a deposit to the operator of Orca Wind Sail Charter for the amount of $CAD240 in April for a bachelor party trip for a few friends. ******* (owner/operator) called me the week of the booking to advice of the poor weather expected and recommended that we do not sail that week. I agreed that on concern for safety and his recommendation to cancel the booking and make alternative plans for the bachelor party. ******* agreed to provide the full refund of my deposit but provided and excuse that the *** had locked up his bank account, he was not able to make future bookings, and he would require more time to provide the deposit refund. However, after a few months of constant check-ins with *******, he kept giving the same *** "story" of locked bank accounts and not being able to book. To test this, late ****, my friend made an inquiry about booking and he immediately replied that he is willing to accept reservations, when I showed proof of this, he immediately replied that he will provide my deposit back in full, but has since been just delaying and not refunding my deposit.
