    In October 2021, **** ****** (owner/operator) of All-Phase Heating and Cooling cane to our home to offer a “free estimate” for the future installation of 3 heat pumps. He was on our property for approximately 40 minutes.
    He looked in our rooms, told us the costs involved and explained the government rebate program. That’s it.
    We paid him $500 to secure his services for future, but needed approval by NB power to allow for a government rebate. **** told us that the $500 would go towards our future mini-split purchase and installation.
    In the spring of 2022, we had a basement flood that ended up costing a huge amount of money for us to install a sump pump and to repair the damages. Much wasn’t covered by our insurance. Needless to say, we could no longer afford to go through with the purchase of heat pumps, even though we would qualify for the government rebate (we paid for the assessment and we were approved).
    Due to the financial loss (and stress) of unexpected costs we asked **** for our deposit back until such time as we could move forward. We explained all that had happened… and how we are in a bad financial position because of it. We also explained that we are a single income family (my husband is disabled) but we told him that when we could move forward we would call him. He has flat out said we will not receive our money back.
    The quote we were provided (in writing) doesn’t say this deposit is non-refundable, yet he is withholding our $500.00.
    No products were purchased by the company. No services have been provided. No installation date has ever been scheduled.
    A “free estimate” isn’t supposed to cost $500.00.
