on January 6 2023
i received a call, January 6 2023 from Nita M., representative of Dominion Pardons And Waivers with regards to their service obtaining a Pardon on my behalf.
I said i would take the matter into consideration.
Following our conversation, i was asked for a payment for their services, I hadn't decided for myself if i wanted to hire Dominion Pardons at that time and wasn't sure if this was actually a legitimate Service or not, i declined. At that point, Dominion Pardon Representative, Nita M., in my opinion started to pressure me to make a payment with credit card over the phone, I declined again, and explained that, if i was going to hire dominion Pardons and Waiver for any service i would pay in person, not over the telephone.
January 7 2023. i checked out Dominion Pardons and Waivers through the Internet and Better Business Bureau of Ontario for any reviews. The reviews that i found were Alarming to me and decided not to hire the Services, or do any business with Dominion Pardons.
That same day, i sent an E-Mail to Nita M., Dominion Pardons, explaining, that i was not interested in hiring their services.
since then, i have received notice from a collection agent on behalf of Dominion Pardons and Waivers, for payment of service from,

I am responding to the consumer’s complaint mentioned above.
For easy reading, Dominion has separated aspects of the complainant’s complaint made to BBB and below the separated aspects of the complainants; Dominion has in chronological order, replied as best as possible, so the BBB may better fully understand what, how and when all oral and written communication developed and transpired.
HISTORY
On June 19, 2015, the Complainant contacted Dominion for a Pardon. From information provided by the Complainant he was shopping around for a Pardon because he tried doing a Pardon the previous year on his own and it was denied by the Pardon and Parole Board.
According to the complainant, the reason provided by the Parole Board for the denial of his Pardon was among other things the following:

On June 19, 2015, the Complainant indicated to our consultant that he requires a Pardon to clear his criminal record because ** *** *********** ***** ******* * *** ** *** *** *** **** ** * ** *** **** *** ****** ** ****** ** **** ******* *** *** **** * *** **** ******* ******* ***** ****** *** ******* * ****** ******** ** * ***** ***** *** ***** The complainant admitted to having a ******** *** ******* ********** *** ** ******* **********.
On January 23, 2016, the Complainant reached out to Dominion to start the process and an appointment was set for 2:00pm on January 25, 2016. The Complainant did not appear for the appointment.

on January 6 2023 i received a call, January 6 2023 from Nita Mi, representative of Dominion Pardons And Waivers with regards to their service obtaining a Pardon on my behalf.
1.(a) On January 6, 2023, the Complainant replied to an email from Dominion the result of which our Consultant Nita followed up with the Complainant by phone.
2. I said i would take the matter into consideration.
2.(a) The above statement provided by the complainant is not factual or truthful. On review of the audio taped conversation of January 6, 2023, at no time in the conversation did the complainant state or reference, “i would take the matter into consideration”.
Following our conversation, i was asked for a payment for their services,.
3.(a) The consultant explained to the complainant the process of a Consultation for a Record Suspension/Pardon to determine his eligibility only. He was also provided our fee for same.
I hadn't decided for myself if i wanted to hire Dominion Pardons at that time and wasn't sure if this was actually a legitimate Service or not, i declined.
4.(a) The above statement provided by the complainant is not factual or truthful. On review of the audio taped conversation of January 6, 2023, at no time in the conversation did the complainant decline the offer of payment. This writer has reason to believe the complainant is not being forthcoming with his statement “if this was actually a legitimate Service or not”. In fact, the Complainant agreed to retain Dominion for a Consultation for a Record Suspension/Pardon to determine his eligibility only for a Pardon.
At that point, Dominion Pardon Representative, Nita M., in my opinion started to pressure me to make a payment with credit card over the phone, I declined again,
5.(a) On review of the audio taped conversation of January 6, 2023, at no time in the conversation did the complainant decline the offer of payment.
5.(b) In fact, our consultant asked the complainant how he would like to look after the $565.00 payment. The complainant replied. I would like to pay in person at the office on Saturday (January 7, 2023) as I have heard of stories, ***** etc. and that is why I want to see your office even though I have driven by it.
and explained that, if i was going to hire dominion Pardons and Waiver for any service i would pay in person, not over the telephone
6.(a) On review of the audio taped conversation of January 6, 2023, at no time in the conversation did the complainant state “not over the telephone”.
6.(b) At 10:56 to 13:54 minutes into the conversation on the audio tape the consultant asked the complainant how he would like to look after the $565.00 fee and he replied pay in person at the office on Saturday which would have been January 7, 2023.
6.(c) At 10:56 to 13:54 minutes into the conversation on the audio tape the consultant said to the complainant that our office will start the process and put all the paperwork together as long as you will come to the office tomorrow (being Saturday, January 7, 2023) and make payment and the complainant stated YES your open at 10:00am and I will come early around 10:00am. Our consultant then informed the complainant that she will make processing and accounting aware the complainant will come to the office tomorrow.
6.(d) At 14:24 to 14:48 minutes into the conversation on the audio tape the consultant said to the complainant that ****** will be in the office tomorrow and she asked the complainant if he could come to the office at 10:30am and the complainant replied YES.
6.(e) At 14:24 to 14:48 minutes into the conversation on the audio tape the consultant said to the complainant I am going to start the process and will you be paying the $565.00 at the office tomorrow. The complainant replied YES.
6.(f) At 14:49 to end of tape in the conversation on the audio tape the complainant asked our consultant how long will this take. The consultant replied six to 12 months and she explained what the paperwork consisted of to the complainant.
6.(g) At 14:49 to end of tape in the conversation on the audio tape at the point where our consultant got to the fingerprint information, the complainant asked, “don’t you have my prints with you?” Our consultant replied we never started the process with you.
6.(h) At 14:49 to end of tape in the conversation on the audio tape, the complainant among other things stated he would get his fingerprints taken tomorrow.
6.(i) At 14:49 to end of tape in the conversation on the audio tape our consultant informed the complainant that there is no cancellation of the process and he agreed and also stated that he will pick up the package tomorrow.
6.(j) On January 6, 2023, Dominion initiated the Consultation for a Record Suspension/Pardon for the complainant. In doing so the complainant was provided by email with a Cover Letter breaking down the service fee and scope of work. In addition he was emailed fingerprint instructions on where to get his fingerprints taken and fees associated with have his fingerprints taken, a RCMP Client Consent form, a General Consent form, our ** Banking information.
6.(k) On January 6, 2023, Dominion also initiated the Consultation for a Record Suspension/Pardon for the complainant and in doing so printed off all the emailed documents and also provided a comprehensive and a large and small stampted envelope for the complainant’s convenience.
January 7 2023. i checked out Dominion Pardons and Waivers through the Internet and Better Business Bureau of Ontario for any reviews. The reviews that i found were Alarming to me and decided not to hire the Services, or do any business with Dominion Pardons. That same day, i sent an E-Mail to Nita M., Dominion Pardons, explaining, that i was not interested in hiring their services.
7.(a) Dominion acknowledges receiving the below mentioned January 7, 2023, email from the complainant. From: **** ******
Sent: Saturday, January 7, 2023 10:05 AM To: Nita M. Subject: RE: Consultation for Eligibility on a Record Suspension/Pardon for ***** ****** ****** Hello Following our telephone conversation of January 6, 2023, and further consideration of obtaining a Record Suspension, pardon. I have decided not to use your service to pursue this matter at this time. Thank you. ***** * ******. January 7 2023 Sent from Mail for *******
7.(b) As a result of the January 7, 2023, email from the complainant, Dominion made phone attempts to reach him and discuss the matter with the Complainant. Messages left for a return call were ignored.
since then, i have received notice from a collection agent on behalf of Dominion Pardons and Waivers, for payment of service from, ********** ****** ********* *** Recovery Department WWW.******
8.(a) During the conversation on January 6, 2023, the complainant indicated he was unemployed. In spite of his employment situation, the complainant is responsible for all financial decisions he makes.
8.(b) The Complainant was aware of Dominion for eight years and he has had plenty of time to review all reviews.
8.(c) The complainant agreed to retain and pay for the consultation services.
8.(d) The complainant was aware there is no cancellation of our service.
8.(e) the Complainant was provided a service and was provided proprietary documents and information at the expense of Dominion.
8.(f) As a result of the foregoing, the complainant was placed in collections for the recovery of Dominion’s expenses.
Dominion has reason to believe the complainant is using the BBB for improper purposes.
Dominion is prepared to remove the complainant from collections on receipt of full payment to the collection agency.
In addition, once the documents provided to the complainant are completed and the fingerprints are taken and received by Dominion, Dominion will complete the Consultation for a Record Suspension/Pardon for the Complainant.

at that point in time i was not comfortable with doing business with Dominion Pardon and Waivers.
i sent an e-mail, Jan 7 2023, to Dominion pardons and waivers stating, I will not be using there services at this point in time.
no payment was ever made, by cash or credit card to Dominion pardon or waivers.
as stated above, i said if i was going to use there service, i would pay in person at their office.
i do not feel i owe any payment, as i did not sign any contract for any services to be provided by Dominion Pardon and Waivers.
