      Feb 2025-Current. My name is ********, I reside *** **** ******** in south ar for going on 9 yrs. Never had any problems until now. My complaint is against Highway 4 & 24 water assn chidester ar. In Feb of this yr I received a bill for 32,941 gal of water usage in the amount of $356.94, 54 day cycle charging for 1 month. Every bill prior has been paid. I live alone and on a fixed income. I took this to the company that takes the payments, told me they have nothing to do with billing take it to the water board. When I did, the woman I talked to who told me they only take the payments, walked in with a briefcase of folders with acct numbers and charges for the residents of chidester and surrounding areas. My father in law even made an offer to settle. Their response a day later was no and are not willing to look into this matter nor help me. Saying I owe this ridiculous amount. At the time of the charges, new meters were being installed.
      My water is currently off due to I'm not willing to pay nor can I afford the $356 payment for water I didn't use.
      Since this issue has come up, I've looked at all my past bills and payments and found alot of discrepancies that also needs to be looked at.
      This company is costing people alot of money, overbilling, overpaying and inverting numbers.
      Something needs to be done.

      The customers are required to read their water meters and submit those readings when payments on account are made.  If the meter readings are not submitted timely they are charged a penalty for each month they do not submit a meter reading and at that time their readings are estimated.  *** **** failed to submit meter readings on several occasions.  Highway 4 & 24 Water Association has installed new electronic meters that will be read automatically by the water operator.  This allows the association more accurate billing and the ability to determine if a customer has a leak or problem on their side of the meter.  When the new meter was installed the reading was capture from the old meter and billed accordingly.  Due to the fact that *** **** did not read her meter regularly the final reading from the old meter was recorded and she was billed for that usage.  ****** ********** is the billing office any customer complaints or requests for payment agreements are reviewed and approved by the board of directors at their monthly meetings.  *** **** did attend a meeting in March 2025 about her excessive usage and the board of directors agreed to a payment agreement to help her pay the large bill over a 6 month period, at that time *** **** did make a payment of half of her bill, but has not made a payment since.  *** **** has since attended another water board of directors meeting in June 2025 and accepted another payment agreement the board of directors offered.
