    Dear BBB, I am writing to file a formal complaint regarding the hold on my transcripts due to an outstanding balance at Central Arizona College. In March 2020, amid the ******19 pandemic, I made the difficult decision to withdraw from my courses due to the sudden transition to online learning. Unfortunately, as a result of financial constraints, I lacked the necessary resources, including proper equipment and reliable internet access, to effectively participate in virtual classes. Despite being assured of a refund for my inability to continue college virtually due to financial constraints, this refund has not been processed, resulting in an outstanding balance on my account. I believe withholding my transcripts unfairly penalizes me for circumstances beyond my control, which have been exacerbated by financial challenges. This action directly impedes my ability to pursue further academic or professional opportunities. I respectfully request the following actions be taken: An immediate review of my account and the outstanding balance Prompt release of my transcripts to facilitate my academic and professional endeavors. Removal of the outstanding balance on my account. Thank you for your attention to this matter. I look forward to a swift resolution and the opportunity to move forward positively. In light of the unprecedented challenges posed by the ******19 pandemic in March 2020, like many others, I encountered significant hurdles that impeded my ability to continue my education seamlessly. Despite my best efforts, the sudden shift to remote learning presented obstacles beyond my control financially and health-wise. I am requesting that the assurance provided by my financial adviser regarding the non-retention of my balance be upheld, given the circumstances beyond my control, as well as the institutions.     I enrolled into the Central Arizona College with the understanding that my tuition would be covered by what is known as Pinal Promise. During my enrollment process it was never explained to me that I would have any tuition owed or that I had anything to do to qualify for Pinal Promise. Upon my enrollment it was not disclosed that I would have a bill due. I never received any letters, bills, or emails saying that I had any balance. I was never advised to seek financial aid nor did I ever receive any financial aid money. No unpaid balance was made known to me until I attempted to get my transcripts which I found were being withheld due to the unpaid balance that was not made known to me. Due to these deceptive practices I am unable to enroll into a university due to the lack of transcripts they are withholding from me.
