    I am writing to formally express my complaint regarding the unacceptable and illegal actions taken by your store's management, specifically regarding mail fraud and the improper handling of my mail following the cancellation of my membership. The series of events outlined below raise serious concerns regarding your store’s adherence to federal postal laws and ethical business practices. On February 26, 2025, I became aware that a USPS return receipt was signed and accepted by Ribha on my behalf, despite the fact that I, as the rightful recipient, neither signed for nor received the mail in question. Furthermore, the return receipt form was improperly filled out with my information by someone else and falsely signed by the same manager. This constitutes mail fraud, a federal offense, as it involves the unauthorized acceptance and handling of my mail without my consent. On February 26, 2025, I formally canceled my mailbox membership with the store due to these shady activities. Despite this cancellation, I was subsequently contacted by your store and informed that I had received additional mail. When I returned the call and spoke with a representative, they agreed to forward my mail using a UPS prepaid envelope, with the cost covered by me. However, upon learning of this arrangement, Ribha denied this service and instead imposed an unjustified demand that I pay forwarding fees plus $10 per letter. This act of withholding my mail until additional fees are paid is tantamount to holding my mail hostage, which is unethical and potentially illegal. I demand that all mail received for me at your store be immediately forwarded to my new address as per my prior agreement with your representative. I require confirmation that my mailbox account has been fully closed without any further unauthorized actions taken regarding my personal mail. Any future mail received for me at your store must be marked "Return to Sender," as I have already updated my address with all entities.

    Good afternoon Muhammad,


    The shipping address is a PO Box, so the shipping cost is $32.22. The shipment is handled through the United States Postal Service, and we will not be responsible for any shipping inquires.  The mail forwarding fee is $2 and the envelope is $3.49. This service is a one-time courtesy service. Please confirm you approve the charges. Additionally, any further mail we receive will be sent back to the sender. I have attached a credit card authorization form to this email. Please fill it out and send it back to me. The total cost for the forwarding service is $37.71 + tax. We will email you the transactional receipt and put your email for tracking notifications as well.
    I look forward to hearing back from you by the end of the business day.

    We do not understand why are we complicating things. It is simple process to follow. Have closed the box and still has not forwarded the address and after one month comes and says he wants to close the box. and demand the forwarding at the stores expense.

    I have attached a copy of the signed 1583 form which Muhammad Umar signed upon opening his mailbox on May 27, 2022. This form makes us an authorized USPS mail receiving agent for him until he closed the mailbox on February 26, 2025. Attached to this email is a copy of the pictures Muhammad attached to his complaint. A return receipt is filled out by a customer who sends certified mail and wants proof of delivery. This slip is filled out by the sender and is signed for by the recipient. Since we are his mail receiving agent, we sign the return receipts the postman brings when delivering mail.
    Around February 26, 2025, the Muhammad came into the store and picked up all the mail that was in his box at the time. He then said he did not want to renew his mailbox and handed over his keys. He said he is going out of town and may reopen his mailbox in 6 months at our location when he returns. We closed his mailbox on that day - the proof showing that mailbox is inactive as of February 26, 2025 has been attached to this email. I told him if he receives an important piece of mail after his mailbox has been closed that we will contact him and forward the mail. Between February 27,2025 and March 7, 2025, he had received over 15 pieces of mail. On March 8, 2025, we called him to get information to forward his mail. He returned our phone call and gave us the address. He told us to get the final price and call him back to get his payment information. He called back and we placed him on a brief hold. When we went to pick up the call, he disconnected the phone in less than a minute. We called him back before closing on Saturday, March 8, 2025 and left a message and never heard back. 
    After leaving a voice message, we also emailed him on Saturday, March 8, 2025. He responded on Monday, March 10, 2025 in all caps and threatened us to forward his mail in 24 hours. The email contains a breakdown of the shipping charges ($32.22), mail forwarding fee ($2), and the envelope ($3.49) with the total coming to $37.22 + tax. We also emailed him a credit card authorization for him to fill out by the end of the day on Monday, March 10, 2025. We have not heard back from him. We will hold his mail for one additional business day until Wednesday, March 12, 2025 6 pm MST. After that date, all his mail will be returned to sender.
