Subject: Formal Complaint Regarding Unlawful Charges by Alright Fullerton Apartment and Unfair Debt Collection by *********************** To the ************************************,I am writing to file a formal complaint against Alright Fullerton Apartment and *********************** (NCS) for unfair and potentially illegal practices.Alright Fullerton Apartment They charged me an unjustified move-out fee without any valid receipts or documentation.Despite multiple requests, they refused to provide proof of these charges. They sent my account to collections without any prior notice. The collection report was made under the apartments former name, **************** Fullerton, causing confusion.*********************** (***)*** opened an account in my name without my consent and demanded $378 to remove the record. They withdrew $1 from my bank account as a verification charge. They attempted to withdraw $378 twice; one withdrawal was successful, and the other was stopped.Due to pressure, I paid $378 once, but I prevented the second withdrawal attempt. They have not provided valid documentation for the debt, and their collection practices appear aggressive, unfair, and possibly unlawful.I believe both parties violated consumer protection laws through unclear billing and improper debt collection practices.I kindly request a thorough investigation into this matter and ask for appropriate measures to protect my rights and prevent further harm to others.I am attaching a copy of the letter I sent to Alright Fullerton Apartment for your reference.Thank you for your attention to this matter.**************

This is a property manager attempting to extort us int paying unlawful fees. I've e-mailed the laws and outlined the dispute citing violation of California State Tenants Rights - they never replied to me then sent this to collections providing a false address to the collection agency so we were never notified. Now this illegal balance is reporting to the credit agencies impeding my daughters ability to find housing. Please see attached evidence:The balance being requested is in violation of my California tenants rights. Please refer to page 70 of the California Tenants Rights for items charged over $125 - landlord is required to send copies of receipts including labor and materials within 21 days. We never recieved, additionally, I have attatched photos of the day we moved in - the carpet already was aged with damage. We are entitled to know the age of the carpet and should only be asked to pay for the remaining useful life(page 75). See attached photos date/time stamped move in and move out. ******************* failed to act in good faith(page 28), they dont answer thier phone or emails. See my attached email that went unresolved/answered for several months. I can provide phone records I tried to call, but they have never called me. They regularly charge unlawful fees, see ***** Management vs **************************** office for precedent. See page 69 of the California Tenants rights handbook - I have attached photos of the state of the apartment when she moved in - we left it cleaner than when we arrived. I also attached my email to them advising of the law and dispute. They also had the correct address to send us notice that they sent this to collections but continued to send it to an address they knew was wrong.

I have two months worth of rent credited to my account that I paid proactively. I called multiple times to ensure the credit would be posted on my account on the first of this month (June). The business stated that everything looked right and that the credit would be applied to my account on the first. Today on the 4th of June this business double charged me for rent. When calling the business they refused to connect me with a manager and refused to inform me when I would be able to speak with a manager. The business was aware of me being double charged as evidenced by stating my last name without me telling them and they stated they were just talking about this issue. However they failed to inform or notify me of this issue of being double charged. They also failed to inform me prior to the billing cycle to remove recurring payments so that this charge would not occur.

This entity charged us excessive move out fees. My daughter is a college student renting one room and they sent us a move out bill for over $1500. I have reached out 5 times over the last 2 weeks to resolve this and they ignore me and say it's under review while continuing to send me the same bill. I have a detailed list of the items they're requesting payment for that are in violation of ********** law or simply unreasonable. 1. they want 500 to replace carpet in one room, we've sent evidence we already paid them ***** requested fee to recrpet in June of $250. They wont remove this fee 2. They are asking for $670 for a couch in the shared area. there were 5 other tenants - no reason my daughter should pay this full fee. also the item wasnt new when we moved in. They've continue to charge us for the full cost of shared items brand new.3. They charge several painting fees although we sent evidence we alredy paid to them the 50 dollar fee they asked for in June 4. They charge us to clean the items that were stained when we moved in I have attached thier letter as well as my itemized rebuttals. It's worth noting the total they're asking for $1,598.25 is in excess of a months rent which was $1196
