On 12/16/2024 I (***** *****) received a bill from Waste Resources Lynwood P.O. Box 3818 Gardena, CA 90247-7518, for the amount of $291.38. I contact the billing department on 12/16/2024 to inform them I did not use their services for the month of November or December. The person on the phone told me this was a fee for a trash bin that allegedly weight over their weight limit. I have not used any services since August or September of 2024. The house in ******* CA sold in October and I no longer own the house, so for Waste Resources to send me a bill months later talking about the trash bin weighting more than it should is ridiculous. I told the person on the phone this is a money grab, and she even admitted there is no way, I the consumer would not be able to verify the trash was over weight, I do not own a truck scale, so I told her why would anyone pay something that happened over three months ago, and they can not verify is true or not, she told me a supervisor would be calling me and she hung up the phone on me.Initial Complaint

A company called Waste Resources is responsible for collecting organic waste from the apartment complex where I reside. I moved into this apartment complex, called *************** (****************************************************************), in April 2023. I came to know that, in **********, based on Senate Bill ****, organic waste should be collected separately in order to be composted.Initially, I asked the apartment complex management on what day of the week the organic waste collection was scheduled. Having noticed that the organic waste bin had not been emptied, I called the company Waste Resources. The employee over the phone checked my address and indicated the collection day on a day of the week different from what the apartment complex management had indicated.After inquiring several times again with the apartment management complex, I decided to wait and see if any organic waste collection would take place or not.On June 22, 2023, I sent an email (copy attached) to the Waste Resources customer service to complain about the fact that no organic waste collection was taking place at my address. I never received a reply.Currently, the organic waste bin is not being emptied, and this seems to have been the case since I moved it. This is in violation of SB ****. Additionally, if my understanding is correct, Waste Resources is getting paid for a service they do not provide.After talking to City of ******** Waste Management, it is my understanding that organic waste collection from apartment complexes is managed by private companies like Waste Resources, which get paid by the apartment complexes that contract them for the service they provide.This means that my apartment complex, ***************, presumably charges each tenant a fraction of the cost of the organic waste collection that should be provided by Waste Resources.Business Response

At the ****************************** Location, Waste Resources, Inc. (WRI) collects Organic Waste on a once weekly schedule, recurring every Friday, with the exception of Holiday weeks where collection may be delayed by one day. WRI also collects the landfillable waste four times per week, as well as dry recyclables, also collected 4 times per week.
Due to the design of the building and the trash room, all containers for all types of waste must be brought out to the street using small vehicles (scouts), to be emptied by the large collection vehicles. There are 3 different trucks that are engaged in servicing this location, one for each different waste stream, but the same scout vehicle fetches the containers and replaces them after they have been emptied. Contrary to what the tenant claims, the Organic waste containers are never full when our staff arrives for service. They are always empty as if no one ever uses them. However, the tenants claim prompted us to question the facility maintenance people. It was at this time that we learned that since there very few tenants that actually use the program and deposit Organic waste in the proper container, the facility maintenance crew was removing them and deposit them in the trash containers. As a result, when WRT arrives to service, they find the ****************** empty.
SB1383 requires all qualified businesses and multi-family complexes to have an organic waste recycling program. WRI provides the equipment, the education material to the owners and management of said properties. Subsequently, it becomes the responsibility of the management of the premises to keep their tenants and employees informed of the program.
We shared our findings with the management of *************** as well as spoke to their **************** of the method in which the waste has to be managed. we arrived to service the containers last Friday... they were empty.

I am rejecting this response because:Hello and thank you for the clarification. I don't think this is really a case of accepting or rejecting the response but I really need to clarify some of the statements provided by the company responsible for the collection of organic waste.
As I am probably the only resident who currently uses the organic waste collection system in my apartment complex, I kept the organic waste been under observation throughout the summer and I saw the bags of organic waste that I previously placed, still there in the organic waste bin. Therefore, I can confirm that the weekly Friday collection did not happen.This is what prompted my email to you in June, to which you never replied.
I also took photos of the content of the bin every time I added a new bag of organic waste. Unfortunately, they are very dark as the organic matter start decomposing, and may not give the idea. While it is true that the bin was not full to the brim, it is also true that it did not get emptied every week. Since you are paid to provide this service, and there is a Senate Bill enforcing this practice, you should collect the organic waste weekly, even if there is only one single bag of organic waste in the designate bin. Since you failed to do this, after few weeks the content of the bin was presumably emptied by the Apartment maintenance team in the regular trash containers.
Additionally, you never replied to my email from June, which should have already alerted you to the situation. Had you done so, we would have been able to work together on a solution that would have made the Apartment complex management more sensitive to the issue.
I repeatedly emailed the Apartment complex management asking to make the organic waste bins more accessible, from the beginning of my lease in April. I will now get in touch with management again and inform that this issue has been discussed through BBB. Three days ago I placed a bag of organic waste in the bin. Since today is Friday, I will check upon my return if it has been emptied

Horrible customer services. I have been having issues with this company since February 2022 and they haven't resolved it. I'm upset, frustrated, disappointed that my city has a contract with them and they are not able to break it! This trash company has been charging me for two different properties and every time we talk it's a different Story. This trash company needs an accountant, Hr department and customer service training. If you the BBB can help us the residents of***************** with the trash company it would make this city a better place. THE CUSTOMER CLOSED AN ACCOUNT ON MARCH 1, 2022 AND MADE AN ONLINE PAYMENT TO THE SAME ACCOUNT APROXIMATELY 2 MONTHS LATER. AFTER SHE NOTIFIED THE COMPANY OF HER PAYMENT, OUR INVESTIGATION DISCOVERED HER ERROR. THE CREDIT HAD TO BE TRANSFERRED TO HER NEW ACCOUNT, WHICH DOES REQUIRE TIME FOR THE TRANSFER REQUEST TO BE SUBMITTED, PROCESSED AND INVOICED AT THE NEXT BILLING CYCLE. THE TRANSFER WAS COMPLETED ON 7/22/22 AND INVOICED.
