    We hired Fultz Construction to do a major remodel on our home in **** in 2020. Although the project started ok, we later had no choice but to terminate Fultz for several reasons. First, he consistently billed us fully for phases that were far from complete, promising to finish them at the tail end of the project. He frequently pleaded for payment on the same day hed invoiced us. This was very unusual and upsetting. It soon became clear that he couldnt manage his cash flow and indeed, he had told me in the beginning that he never turned down work. He even tried to borrow large amounts of money from us twice over a year and a half period to keep his business going. One of those times he actually billed us for $25,000 on an invoice for nothing because he was out of money. I challenged it and he dropped it. But the Borrow from ***** to pay *********** was already clear by that point.The tile company quit working many times for lack of payment by Fultz, which delayed our project a lot.He invoiced us for tile materials for which the tile company had never invoiced him. When I asked him to explain it, he couldnt. Fultzs workmanship was poor in many areas. Nothing was ever his fault. Even the ******************* Investigator was blown away at the poor quality of work. But the lies were the last straw as we couldnt tolerate our contractor constantly being dishonest with us. We no longer trusted him and didnt want him or his people in our home. Fultz has now been cited and fined by the **** for three serious violations of the Business and Professions Code. 1) Billing in full in advance of completion of work; 2) Poor workmanship; 3) Not paying a subcontractor within the required time period. He has since been fined by the **** for these infractions.
