I have been working with San Bruno Park School District for the past 6 years. The nature of this complaint is because I am having issues regards to receiving proper payment at my job to past summer school school. *************************** who is our current payroll told me she made minor errors to my w-4 form and I saw that I wasn't paid correctly from summer. Long story short she told me that she fixed the errors on w-4 form and sent me a screenshot via email. But then says W-4 changes was effective 8/1/2023, therefore, my taxes begin August will be based on the ages. It has nothing to do with what you have from previous years. And that my Federal taxes has been updated. But i'm confused as to how my paycheck is going to be resolved. I've been asking about this check for about 3 weeks now about getting issued a new paycheck. And I have still not heard back from her. This is very frustrating to me and I am actually on the verge of wanting to quit working for San Bruno District. I am currently starting to face financial difficulties behind all this mess and not getting my questions answered. Then I emailed *********************************** who told me that our chief superintendent ***************************** would give a call in regards to this matter. And I have not heard her from at all today. And as matter of fact I called and left a voicemail about a week in regards to this matter and no answer. I really hate to make this type of move on a job I really love but I getting tired of calling and emailing and my patience is wearing very thin! How I want this matter resolved if I can get proper form of communication on how I can get money paycheck fixed or reissued. Thank you for your time.******,******

    Business Response

    Date: 09/11/2023

    RESPONSE FROM:  *****************************, ASSOCIATE SUPERINTENDENT

I scheduled a meeting with ************** on September 23, 2023, along with the HR Coordinator to find out what exactly happened. ************** worked as a paraprofessional during our summer program from Jun 20, 2023 through Jul 21, 2023, and after 6 years of working for the District during the school year he is well versed in how paycheck gross and net work.
During the discussion ************** disclosed that he thought that he could be paid for summer work without paying taxes. He said he met with our temp who was covering payroll and changed his W 4 withholding to 99 and expected to receive the gross amount. ************** expected the changes to be retroactive, but was informed that changes are not retroactive and they reflect forward only. There is no resolution in Mr. ****** favor as he was paid according to the time worked.
His claim to *********************** saying she made errors was unfounded. *********************** had just started as the payroll specialist in July and had no idea of Mr. ****** prior conversation with the temp. She followed protocol and processed his July summer payment accordingly. ************ actually was actually talking about a separate issue, which was for a timesheet.

    RESPONSE FROM:  *************************, HR COORDINATOR

On September 1, 2023, *********************** came to the District Office at around 3pm to meet with myself  and *****************************. In this meeting, ****** expressed his frustrations in regards to him wanting the full $2,500 for August due to the incentive program. Another $2,500 is given to employees in the same classification at another time as well. Since the District does not advise on any tax information for employees, he wrote single 99 on a W4 to obtain the full amount without taxes taken out. We went over his employment and how any time paperwork is submitted, it is not retroactive, but applied for the next school year/fiscal year. ****** completed paperwork for his W4 and to have a check spread out to 12 months since he is only a 10 month employee. I was surprised that after being here for 6 years as a SBPSD employee, this is new information. The incentive program is new, however, it didn't explain the confusion regarding not being paid for 2 months since he has always been a 10 month employee. During this meeting, we went over his pay and if there were any overages or underpayments - there were none. San Mateo County of Education, who handles our payroll, was contacted to ask if the paperwork went through and if there were any impacts, there were none. We discussed for over 45 minutes the procedures and what he was *********** as a 10 month employee.
