    Background:RD Winkle Roofing acts as the designated roofing inspection/installation/maintenance company for ************************* of ************************************ Situation:Solar installation roofing component.I contacted RD Winkle to set up a quote and peform the work. Quote was equivalent to other suppliers. RD Winkle took the ***'s members business for granted by violating the **** deposit requirement and ultimately refused to do the project alltogether.Installation took place with an alternate roofer. The solar project was completed, signed off by Southern California ****** and the City of *************Issue:RD Winkle was retained by the *** to conduct the *** inspection of the installation. Detailed report is avaialbe of all the "Opinion based" violations that were listed. None are material in nature as both, the city building inspectior and Southern California ****** signed off.** ***** inspector purposely damaged one security footing by removing foam insulation, thus jeopardizing the installation warranty. RD Winkle is retaliating for not having gotten the installation contract and the unjustly raised objections are causing financial harm by holding up USD2000 in due security deposit refunds from the ***.All in all, this complaint is about unethical behavior by RD Winkle. Resolution is simple, RD Winkle rescind their inspection report filed with the *** and approve the installation.
