       I am rejecting this response because:
      the vehicle has no smog pump or smpg accessories attached to it. thier are markings in green and yellow and bolts where the equipt was and should be. and this is not the correct vin on the smog certificate. the california bureau of automotive repair states this vehicle has not been emissions inspected and star certified since june of 2022. bureau of auto repairs website vehicle inspection history shows this. i should not have to bring the vehicle back in for smog emissions inspection or certification again. and it should not have been registered or sold without emissions certificate which was not is***d and sold to me on the contract as emissions inspected and star certificate is***s at time of sale. california dmv employee states this dealer went through a third party website to manually enter that it passed emissions and register the vehicle to me. sold without a certificate as that was and is part of the vehicle sale contract. why contact me 2 weeks later and get notice feom the dmv to vring the vehicle in. the pdf form for that vin number is not my vehicle and no certificate has been is***d for emissions since 2022. and states in vehicle purchase contract that contract can be canceled for legal causes as fraud which was done to the dmv and myself. final resolution. i can put the vehicle back together the way it was almost added a c. fill we cant get back as well as labor on the new stereo and speakers which we removed. put the vehicle back together and have it towed to dealer for full refund or *** small claims court for $3000 plus the cost of a.c. fill radio install labor charges and smog emissions certificate fraudulent sale and computer 3rd party website access to california dmv government computer to allow the refistration and sale to commence to me without proper emissions equiptment and certificate is***s before and at time of sale. these are all improper documents. and purchase contract for $3000 states contract can be canceled for legal causes such as fraud which was done for emissions and certificate. just want the vehicled towed back to the draler and $3000 back. as this is not my responsibility for the amof fraud emissions inspections certificate that is not a correct vin. *************************** bureau of auto repairs is aware and california dmv that it was a fradulent emissions manual entry into the database by the dealer! as well *** and us attorney general and california district attorney. the vehicle was sold and tegistered without an inspections certificate. and legally cant be driven and aold or reregisterd in the state of ********** this is not my fault nor should it be my cost *** hassle for dealers mistake on paperwork sale contract. no discrepencies other except ****** said they changed oil it was 3 quarts low. ****** said they changed inspected the spark plugs. they were shot. so why believe the emissions as well was done and certified which it was not. thier is no star emissions certificate for this vehicle since 2022 which i didnt realize until 2 weeks later after inspecting fixing up the vehicle and doing research online. as well the entire cardax previous owners cathedral city and locally rancho cucamonga big o tire service history over 20 years with 2 previous accidents reported has been changed on carfax and other websites of the vin. originally had 2 previous owners and mileage and 2 previous accidents reported. now the carfax shows no accidents 3 previous owners and ******* for mileage and exempt for mileage. someone had completly changed the entire ********************************************* all databases national us. final resolution it wa sold registered without emissions and certificate. which is not my error. and shouldnt have to bring in or pay elsewhere anywhere. dealers problem fault void of contract fradulent sale. either take to court *** for $4,000 vehicle contract plus a.c. fill radio speakers install labor etc  with recipets sign title back to dealer  or $3,000 sign title back to dealer they come and pick up tow or wr have it towed to dealer for $3000 full contract refund and i aign the title back over to the dealer or a representative on thier behalf. thank u. loclq dmv investigations bureau of auto repair carfax district attorney *** all aware of this

      Thank you for bringing this matter to our attention. As a licensed dealer in the State of **********, we are required by law, as well as by the California **** to smog-check every vehicle prior to sale. In this case, the vehicle in question was smogged on July 9, 2024, at a STAR Certified Station unaffiliated with our dealership. We will provide a copy of the smog certificate along with the vehicle's history as recorded by the California Smog Check Program.
      The State of California does not issue registration or license plate tags unless a vehicle meets all smog requirements. The Department of Motor Vehicles issued registration and tags for this vehicle directly to the customer, indicating compliance with these requirements.
      While processing the paperwork for the **** we discovered that the smog certificate associated with the vehicle's *** number contained a minor discrepancy: the *** on the smog certificate is off by one digit. The correct *** for the vehicle is *****************, while the certificate was issued under *****************. Given that there are no other 2004 GMC Envoy XUVs with the incorrect *** number, we believe that the *** took this into consideration when processing the registration. A copy of the certificate was submitted with the registration paperwork to the ***.
      Once we identified this issue, we promptly communicated with the customer and offered to have the vehicle smog-checked again at no charge. The customer informed us via text message that the vehicle was no longer operable due to an issue between him and his father, as well as missing parts allegedly removed by a neighbor. He indicated that the vehicle is currently parked and not in his possession.
      We remain willing to provide a complimentary smog check, provided the customer can deliver the vehicle in running condition with all missing parts reinstalled.
      We are committed to resolving this matter and are happy to provide any additional documentation or communication records upon request.

      Dear ***************************,
      Thank you for forwarding the additional information provided by *********************************. We take these concerns very seriously and want to address them thoroughly.
      Firstly, I would like to reiterate that as a licensed dealer, we comply fully with all California state laws, including those related to vehicle emissions and registration. We did indeed have the vehicle smogged at a STAR Certified Station, and the smog check was conducted on July 9, 2024, as required by law. We can confirm that all emission components were present at the time of sale, as indicated by the smog inspection certificate. However, we acknowledge the clerical error on the smog certificate where the *** number was off by one digit. This was an honest mistake, and as soon as it was identified,we reached out to ****************** to correct the issue by offering to perform a new smog check at no cost to him.
      In Mr. ******** response, he mentions that the vehicle is missing essential emissions components, including the smog pump and accessories. We want to clarify that all emission components were present when the vehicle was sold, as evidenced by the smog inspection certificate. We believe that any missing parts were likely removed after the sale, as ****************** mentioned that his neighbor may have taken parts from the vehicle.
      Regarding the serious allegations that we manipulated DMV records, CARFAX reports, or issued a fraudulent smog certificate and registration, we categorically deny these claims. The paperwork for the vehicle was processed through legitimate channels, and we had no involvement in any fraudulent activity. The smog check was performed by an independent, STAR Certified Station, and the registration was processed by the **** not through any third-party website. The discrepancy with the *** was an isolated clerical error, not an intentional act of fraud.
      ****************** has indicated that he is unwilling to bring the vehicle in for a re-inspection or repair and is requesting a full refund of $3,000 along with towing the vehicle back to our dealership. While we sympathize with Mr.******** situation, we cannot issue a refund based on the current information,especially given the vehicles current condition, which has changed since the time of sale.
      Given the complexity of this situation and the severe nature of the accusations, we believe that the best course of action for both parties is to resolve this matter in small claims court, as ****************** has suggested. This will allow all evidence and testimonies to be presented in a formal setting,and a fair resolution can be determined.
      We remain open to discussing this further if ****************** is willing to bring the vehicle in for inspection, but if not, we will prepare to resolve this matter through the legal process.
