    Our property was purchased in July of 2019 it specifically states on the invoice that the title company was responsible for notifying them of the change in ownership. The title company did not notify them and we as property owners were unaware of them as the provider. The associate at Clear Creek Valley Sanitation when spoken to admitted that the emailed invoices were sent to an undeliverable email address and returned to an unmonitored account. They did not notice this bill had not been paid in over 5 years and are now trying to collect the overdue balance. They made no attempt to make any contact with us before July of 2023, no emails, invoices or letters were sent.

    We are a government entity, utility sewer district in ******, *********  Ms. ****** & Mr. ****** ***** do own property within the district and purchased this property in July 2019.  As a homeowner, you are present at closing. It is your responsibility to understand who the utilities are for your property, which are isted within the Jefferson County Assessor's property description. It also posts Mil Levy information, which contains all the information for the parks district, fire district, the water district, the sewer district, the school district and the transporation district.  These should have been disclosed and listed within your closing documents. 

    Clear Creek Valley Sanitation District does not have any information about a property selling within our district, unless we receive that information from the buyer, seller or the title company.  Title companies are ulitmately responsible to contact ALL utilities associated with that property for closing and sometimes, these title companies, assume the water district is also responsible for the sewer (in most cases, they are), our district is divided between, the City of ***********, ****** and Unincorporated **************** and our district contains about 2300 customers. 

    Our office manager began audits of our accounts, in order to update owner information, as we had several properties that sold within the district and we had not been notified by the buyer, seller or title company.  During this audit, the property owner information was obtained from the Jefferson ************************ for this property, as the buyer, seller, & the title company failed to contact this office and notify us of the ownership change. 

    As the property owner, you are responsible for ALL utilities and payments for those utilities.  Although we can not "shut off" your sewer services, as power, cable and telephone utilities are able to do, we can only submit a lien for properties that fail to pay their sewer services.  That's not to say, this will happen for this particluar property, however, it is a possiblity.  We sorry for the owner's confusion about who they owe utilities to, but the district holds no responsiblity for buyers, sellers or title companies failing to notify of ownership change.

    I am rejecting this response because: the fact that this utility took over 4 years to realize that the information they had on file was incorrect is just plain lazy and it is not the responsibility of the property owner to manage your poor accounting properly. Furthermore, if you are not disclosed by the title company regardless of whose responsibility it is to contact you regarding ownership change we simply cannot pull your name out of the *** to know that you are a provider to this property. There are 4 different providers just for this address. I think its pathetically apparent that you as a utility are placing all blame on us as property owners and the title company instead of taking blame for your own mistakes. Over 4 years of you ignoring an email account telling you the invoices were undeliverable is clearly nothing more than apathetic.
