    I hired Ross Vigil on April 21,2022. I gave **** a $9919.00 check as a down payment to put a bathroom in my basement. The toilet, shower, sink, wiring, plumbing, cement, and walls, a complete and functional bathroom.**** was supposed to furnish all supplies, that is what the deposit was for (except for the toilet I had previously purchased it). He also was supposed to get the permit from the city to complete the bathroom in the basement. This would ensure we would be in compliance with all state and city laws and codes. He was supposed to supply all tools he needed for the job. **** was supposed to complete the bathroom downstairs and quoted completion in 30 days.I kept questioning **** about the permit, he kept saying he had put in for it. When I called the office, they didnt have any records of a permit being issued or started for my address. He always had some excuse for not coming over to work on the bathroom. The last time he had an excuse for not coming, over I asked him to refund me the money and he said let me finish the job, you wont be sorry. By this time we were already into June. After that he went silent. I sent a letter to the address on the paperwork and the letter came back. I have texted him and tried to call with no response.Pictures are available if needed.
