The University of Connecticut issued a parking ticket stating that I moved cones, but I appealed on the grounds that I was out of state at the time and could not have moved the cones. I provided proof of my travel plans via a flight confirmation email. Despite this, my appeal was denied, with the university stating that “operation of the vehicle by another person” was not a valid reason for appeal. However, no one else has the keys to my car, and considering that parking enforcement staff likely didn’t have a photo of me to confirm that someone who was driving my car did move cones, this denial seems unfair and overly legalistic.

On the same Tuesday the citation was issued, I received an email at 11:01 AM notifying me that my car was parked in a construction zone and needed to be moved. I also received a digital notification of the ticket at 4 PM, but the physical ticket indicates it was issued at 12:17 PM. At the time I left campus the previous Wednesday, there were no cones or construction zones in sight, but it seems they appeared around my car while I was out of state. It’s possible that, while I didn’t move cones, I was parked in a construction zone. However, marking a space as a construction zone with less than a week’s notice is unjust. They didn’t send any digital notifications about the construction zone, only physically placed cones around my car, implying that they expected me to physically check for cones regularly. This expectation is unreasonable, especially since I paid for a 24/7 parking permit to park legally in the lot. Furthermore, the parking lot is a five-minute walk from where I lived on campus, making it unrealistic for me to monitor the area at all hours.

To summarize, the university has been unclear about the reasons for the parking citation, unfair in their denial of my appeal, and unjust in their stated reasons for issuing the ticket.
