My complaint is not only about one individual transaction, it's about many of them. For I don't know how long now I ALWAYS get declined to cash my checks! It doesn't matter what the check is for or from, I get declined. I go to the scrap yard from recycling metal, get declined. I try to cash my check from work (which I get every week.) Declined. I had Certegy send me my file so I could fix anything that would be causing this, and when I get it in the mail, there is literally not a single thing in my file! So there is absolutely no reason to decline all of my checks! It's completely asinine! And especially because it started just onr time out of the blue. One week I was able to cash any check I wanted, and the next, I wasn't able to. For no reason whatsoever! And it has been this way for years now! And frankly I'm so beyond fed up with it and this company it's unreal! In my opinion there should not be anyone else in my financial situation that I don't allow. It means that they see everything about how much I make, my account numbers and everything else! And then they are the ones that get to decide if they'll 'allow' me to receive the funds that I earned and am entitled to!? Absolutely unnecessary downright offensive! It makes me more angry than you can possibly imagine! I can't even explain all of the negative things that have happened to me in the past because they won't let me cash my checks! This company does literally nothing but harm. The harm it causes far outweighs the good it does. When I cash my checks it should be me and the bank and whatever third party cashing agency I decide to go to. Not some 'company parent' that gets to make decisions for you. We're all adults here. First I received an email from this company about owing them money for their services. I then started receiving letters from a collection agency concerning an alleged $55.67 owed. My company is a non-profit company and we have no need for their services and had never heard of them before. I called Certegy and tried to explain to them that they must have the wrong person/company. All they wanted was my private information and didn't ask any questions at all about the company. For some clients involved in these transactions, Certegy may assume payment responsibility should an authorized transaction be dishonored by the check writers bank. When a check is returned unpaid, it is forwarded to Certegy, who in turns purchases the item and initiates collection actions through a collection agency.
Using the information provided by our client, ************************** on March 5, 2025, Certegy authorized an electronic payment in the amount of $25.67. The payment was returned by the financial institution as Account Closed and entered our files on March 11, 2025, as claim ******** and assigned to ********, ******* & ***** for collection.

I am rejecting this response because:I spent over 20 minutes on the phone using the number provided in Certegys letter. The representative had no idea what the case number referred to and repeatedly told me nothing could be found in the system. After putting me on hold multiple times, she eventually said she located the letter and instructed me to complete and mail or fax a document. I explained that the letter clearly stated I could provide the requested information by phonewhich I had just done, including my bank account and drivers license details.
She placed me on hold again, and when she returned, she acknowledged receiving the information and said another team would now handle it. This is the same vague language I received when I first disputed the charge directly with Certegy.
Furthermore, I DO NOT ACCEPT THE CLAIM that the transaction cannot be found. The charge was successfully identified over the phone with a representative during the initial dispute, using the transaction number that appears on the charge itself and serves as the identifier in Certegys system.
nt was ultimately successful, and a receipt was issued, which normally indicates a completed transaction.I believe this practice is misleading, harmful to consumers, and potentially in violation of electronic payment transparency laws. If a fee is to be assessed for a returned transaction, it should be disclosed before a successful retry, not after.

Certegys clients utilize our services to help reduce losses incurred through the retail practice of check / ACH acceptance. For some clients involved in these transactions, Certegy may assume payment responsibility should an authorized transaction be dishonored by the check writers bank. When a payment does not clear through redeposit, it may be forwarded to an agency for collection.
Using the information provided by our client, **************************, on April 25, 2025, Certegy authorized an electronic transaction in the amount of $42.16. Our records show a second authorized transaction on April 27, 2025, for $22.17. The financial institution returned both checks as Insufficient Funds and the returned items entered our files on May 1, 2025, as claims ******** and ********. The bank return reason indicates the funds were not available at the time the transactions were presented to ********************** institution therefore, a service charge of $50 was added for each returned payment.
Our records reflect that upon redeposit, payments were received for the original debts and posted to each claim on May 8, 2025. The returned payment fees were processed electronically and posted on May 9, 2025.
On May 21, 2025, Ms. ***** contacted Certegy by phone and requested a dispute of the service charges. Certegy completed its investigation and found the fees were valid and denied the waiver request, notifying Ms. ***** of the results by mail on May 26, 2025.

Based on ***************** verbal authorization during the call received on April 15, 2025, we are responding to Mr. ********* complaint concerning his wifes declined check written to ** ******.
Certegy Payment Solutions, LLC (Certegy) is an authorization services company. To protect both consumers and retailers against losses from fraudulent or returned checks or Automated Clearing House transactions (collectively, Payments), we developed an automated system that predicts the likelihood of these outcomes in connection with a particular Payment. Payment authorization is not an extension of credit. It is important to remember that, unlike debit or credit card transactions, most merchants do not verify whether funds are available prior to cashing a check or accepting one as a form of payment. Instead, they may use our system to analyze the transaction for potential risk factors including but not limited to location, Payments and cashing history, check number, amount, and fraud trends. The information used in determining risk for our clients is primarily based on Payments history and actual losses to clients. For example, Certegy may recommend to a merchant that it not accept a Payment if it has similar characteristics to other transactions that were recently accepted and turned out to be fraudulent. It is then up to the merchant to determine whether they wish to take the risk of accepting the Payment. This service enables many of our clients to continue to offer Payments and check cashing options that might not otherwise be available without protection from exposure to potential losses. We cannot disclose our specific guidelines, or the services we provide to subscribing merchants would be compromised.
We researched ***************** transaction at ** ***** on March 11, 2025, for $200.00, based on the reference number provided with the complaint. Although there were no returned checks on file, the contributing factors prompting our decline recommendation was that the transaction fell within risk parameters we were monitoring for our client and there was no prior transaction history associated with the routing/account number in our system for the last 13 months. Unfortunately, valid checks occasionally overlap with certain risk factors resulting in a decline recommendation.

Random check refusals due to fraudulent history they pick up on with there algorithms that are obviously not working properly seeing that there is nothing wrong with my accounts. This is written in response to your recent complaint.
To provide some background information, Certegy Payment Solutions, LLC (Certegy) is an authorization services company. To protect both consumers and retailers against losses from fraudulent or returned checks or Automated Clearing House transactions, (collectively, Payments), we developed an automated system that predicts the likelihood of these outcomes in connection with a particular Payment. Payment authorization is not an extension of credit. It is important to remember that, unlike debit or credit card transactions, most merchants do not verify whether funds are available prior to cashing a check or accepting one as a form of payment. Instead, they may use our system to analyze the transaction for potential risk factors including but not limited to location, Payments and cashing history, check number, amount, and fraud trends. The information used in determining risk for our clients is primarily based on Payment history and actual losses to clients. For example, Certegy may recommend to a merchant that it not accept a Payment if it has similar characteristics to other transactions that were recently accepted and turned out to be fraudulent. It is then up to the merchant to determine whether they wish to take the risk of accepting the check. This service enables many of our clients to continue to offer Payments and cashing options that might not otherwise be available without protection from exposure to potential losses. We cannot disclose our specific guidelines, or the services we provide to subscribing merchants would be compromised.
We researched our files based on the identification you provided in your response. There was no recent or prior transaction history associated with the identification in our system in the last 13 months. This may be the result of the identification that was used to enroll with the merchant to cash checks has since changed (moved to new state; changed name or used a different ID to enroll). If you have an alternate identification number that was used to enroll, please provide us with the state and number, so that we may research your complaint.
