    In late December 2022 we contacted Miguel, business owner, to obtain an estimate for damage repair to our home. He was quick to respond and showed up the next day. He told me a story that the city requires him to collect $89 for all estimates "because his name showed up on so many estimates after the hurricanes." I knew that was not likely fully true but I paid it because he said it would be applied to the cost of the job. Because he came so highly recommended by a dear friend of mine, I had every intention on letting him do the job. When the insurance claim was settled, we tried contacting Miguel again to get the job start date set, get permitting going and to talk with him about additional work we wanted him to do. He repeatedly put us off saying he would call that evening... he didn't call. He would call on the weekend... he didn't call. Our last call to him was a message saying if you don't call back today then we assume you don't want the job and we will move on. It's now been more than 2 weeks since that message and no response. Today, 3/1, I sent him a text notifying him that since he didn't respond we had to go with another contractor. I believe he owes me a refund of $89 since that was to be applied to my job if I hired him. I TRIED to hire him and he didn't reply. Today he responded within 5 minutes and said he would not refund the money. I replied that I would have no choice but to submit an unfavorable review. He responded immediately. If he would have responded like this to us before, then we would not be in this situation. I understand he has other jobs. And I needed to get mine scheduled. A simple call to set up dates is all we needed. I do not believe he is entitled to keep the $89 since he is the reason we are not working together. I hate that it has come to this.
