    Complaint Against Rocu Solution LLC Unpermitted, Misrepresented Structural Work Rocu Solution LLC, led by ***** Rozhnatovsyi, was contracted to install floating staircases at two residential homes we own in Apex at ******, ****************************. The full project contract totaled $123,120.62. To date, we have paid $92,717.47 toward the original contract, plus an additional $11,300 for new engineering drawings after the contractor claimed existing wall supports were insufficient.Despite collecting payment, **************************** principal *****:Failed to obtain required permits from the city building and permit office;Never submitted sealed structural drawings as required and mandated by Florida Law;Conducted major structural work without building inspections;Falsely claimed that the owner had agreed to proceed without permits.Under Florida law, the contractor, not the homeowner, is responsible for permitting and code compliance. Mr. ************** failure to do so is a serious legal violation. When pressed, he made repeated false statements, delayed for months, and failed to provide any documentation to prove compliance. The work is now deemed unpermitted, unsafe, and noncompliant with Florida Building Code.We have secured a third-party quote of $59,400 to completely remove and rebuild the stairs to code. This does not include additional damages caused by Rocus team, including embedded metal in floors, stained driveway, unfinished electrical, exposed stair components and other requirements needed by the city to bring the work to compliance.We also request a full refund of the $11,300 collected for engineering services never while we pursue a civil suit against Rocu Solution and make the public aware for this act. We will be pursuing this matter through the City of ***********************************, the ************, the companys insurance provider, and civil litigation.Thank you for your attention to this matter.

    Dear Better Business Bureau,
    We are writing to provide clarification regarding the staircase installation project performed by Rocu Solution LLC at the properties owned by ***** and *****.
    Rocu Solution LLC has completed the full scope of work as contracted. The staircase installation is finished, and all work has been executed in accordance with the Florida Building Code and industry standards.
    At present, the clients have withheld the final payment of $30,403.15, despite the project being substantially and properly completed. In response, they have raised a series of minor and staged complaints, which appear designed to support a chargeback effort rather than to address any legitimate structural issues.
    Moreover, the clients have restricted access to the property, preventing us from completing a final inspection and resolving any outstanding items in good faith. It is important to note that no formal third-party inspection has been conducted, which would be a reasonable step prior to submitting a complaint of this nature.
    The documentation and figures presented in their complaint reflect their internal assessments and preferences, not professional evaluations or violations of any code or contract.
    We respectfully request that this matter be reviewed with consideration of the full project context and the outstanding financial obligations still due to our company.

    This is a formal rejection of Rocu Solution LLCs response to our complaint.
    The contractor performed structural work without pulling permits, submitting sealed engineering drawings, or obtaining inspections violating Florida Statutes ******* and ******* and the Florida Building Code. No legally required approvals were ever obtained during the cause of the project even with consistent follow-up with contractor.
    **** falsely claimed we waived permits which is not allowed under Florida law. He also collected an additional $11,300 for revised engineering, yet no permit was ever filed.
    The work is noncompliant, unsafe, and not insurable or financeable. ***** claim that the project is complete is inaccurate. Independent contractors have verified the stairs must be removed and rebuilt at a cost of over $59,000.
    We have filed formal complaints with the ************, the City of ******************, and ***** insurance provider. This matter involves consumer fraud and safety violations, not a payment dispute.
    We ask that our complaint remain active and unresolved for public reference and consumer protection.

    We would also like to clarify the status of permitting and architectural documentation. We have confirmed that we will provide architectural drawings to the City, submit them for review, and apply for the necessary permit upon approval. The timeline and conditions proposed by ***** and ***** were set unilaterally and without technical input. We clearly communicated that a minimum of 14 business days is required to finalize architectural drawings with proper review and stamping.
