      After giving circle b of ocala inc a $30,000 down payment on 07/25/2022, on 10/16/2022 modular home was delivered to my property, a week or so later set on blocks and tied down couple weeks later water sewer and electrical hooked up, NO A/C installed, NO SKIRTING installed, NO FINAL inspection called for, NO certificate of occupancy issued (we can't live there without this certificated being issued)!!! Finance company will not release funds till we set up payment schedule (not going to pay on a home I can't live in)! So now "circle b" says they will not complete my home till I start making payments! So as it stands as of 11/30/2022 I am out $30,000 and haven't a home to live in !

      This home was delivered on 10-18-22. It takes 60+ days to finish a home. This customer has been hostel and nasty as of DAY 1. Language and volume are way out of line.
      There is a ways to go to the finish line. I have a contract with this customer, an agreement explaining everything. At this point in time he has nothing to complain about. We need 60 days as agreed to complete the home He knows this. I have talked to him on the phone. He has agreed to finish up his lending once I get him a finish date. we are close but we are going to need our 60 days. He has more inspection to get passed. It is a process and all the cussing is not going to make it happen any faster. There is no adjustment to be made . PLUS, I will not finish the home until I am paid. We will follow through on finishing, we will hold skirting and CO until the loan has funded. When he calls the bank he will not have a payment for 30 to 45 days. He knows this. I don't know where he is coming from, he has all this in writing . There are no surprises. Is the mans signature not worth the paper it written on . I do every possible thing I can to make customer understand the process. As a fact he signed a document that even says JUST that... Rick B****** **

      In Jun 2022, I purchased a mobile home from Circle B. To start with I was asked to write a check for the deposit on the mobile home and a separate check for the electrician. We provided them with $5500 deposit plus a $1950 check for the electrician. The electrician then told us that that amount did not include all the work promise by Circle B. Circle B did not submit all the common, required paperwork for the permit. They were supposed to file the notice to commence before any work was done on the property. Upon completion of the work, the county clerk advised that the property work was started without a NOC on file. When Circle B was asked how to resolve this problem, they referred me to four other people to call that all say that it is Circle B's responsibility. Another problem was that they hired an engineer to come out to the property to measure and determine the best possible position for the mobile home. Apparently, the engineer did not know anything about Marion County code, and was not able to correctly measure the property. The plans had to be changed and even the new plans didn't fit the space provided and could not put the driveway where they had told us to put it. All the delays have required me to take several days out of work and to spend more money then promise by Circle B, which has caused a tremendous delay in time and valuable extra money to be spent. We now have to pay a mortgage for a house that we cannot be occupied. The mobile home also was delivered in very poor shape. Damage inside and out. Circle B advised that the manufacture deal with it. They also stated theycannot control the third-party contractors even though they hired them to do the job. When I have called of my own, the third-party contractors have been advised time and time again that the problem is not because of them but it is because Circle B has not completed what they needed to do. Circle B refuses to assist us in any way and now refuses to even take our calls.

      I acknowledge the deposits. The electric deposit was for the power pole or pedestal to the home . we do not know the power company requirements at the time of deposit. Next Circle B did not do the permit work. The permit agent for the customer did not file the Notice of Commencement. Once it was caught we did see to it being corrected. No onw refused any calls and as a fact we had many unreturned call from the customer made by multiple people with in our company. There was an original site plan done and it work as to the customer requirements, (circle drive) They demanded the home be flip to the narrow side of the property. The property is a corner lot and there are rules how close you can be to an intersection. The new site plan was done and approved by the county and the right of way people as the only possible way it could be approved to meet set backs. this issue went back a forth , the customer called right a way and were made aware of the issues. Any delay or extra expense was all them. The home has been inspected by multiple people and there is no damage to their home . The are service and punch out list items to do. But, there is a protocol to follow to get the service people out to their home. There is not a truck and serviceman standing by waiting on a call. We need a complete list and power must be on and they will come fix, repair, or replace each item they list.. We must have that list. I don't have a gun to the head of any contractor to demand they jump through a hoop to deal with impatience buyer. I do have 100% reputable people. It will be fixed , they need to follow protocols. I have attached a few of the forms they signed. I do completely disclose with a full explanation what to expect We have never refused to complete anything. I have spoken to the customers wife as late as Friday to help with the NOC issues. It just has to go through the process and it will be released
