    We purchased a home *** **** ******* ******* ****** Florida. The property had damage from the hurricane and the seller had to repair the damages as agreed in our closing documents. The boat lift motor did not work. The seller agreed to provide a check in the amount of $ 1500.00 to pay for the repair. The repair was done by Douglas Ferrell Electric, copy of the invoice attached. The repair was $ 375.00 and after speaking with Mr. Ferrell on November 14, he agreed that he would send $ 1175.00 refund to the buyers, ******* and ****** *****. He then had me speak to his secretary, ****** and I provided our mailing address. I then authorized our realtor, *** ****** from the ******* ***** that was holding the check to send the payment to Mr. Ferrell. I did not receive the check, so I called Mr. Ferrell today, December 6, and asked him where my refund was. He said this was fishy and he was not going to return the money. He was very nasty and yelled shut up repeatedly on the phone and hung up. Mr. Ferrell completed the job and was paid $ 1500 when the repair was only $ 375.00. Mr. Ferrell is not entitled to that money and should refund the $ 1175.00 to the buyers, ******* and ****** ***** as this was in the Release Agreement as per the closing documents for the sale of the home.

    On October 23 2024 Mr ******* sent two men to my property to change out two boat lift motors. As I requested. They spent an hour or so, and then told me they could not make the repair. They said they needed a part, and that Mr ******* would contact me. He did not contact me. I reached out to Mr ******* on October 25th and he said he was waiting on a part. I reached out again on October 31st. Mr ******* still stated he needed a part. I returned home from a trip on November 4th, and found an invoice for $425. He charged me for two men for 2.5 hours. I called Mr ******* and asked what the bill was for. He stated that it was to look at the boat lift. I told Mr ******* that this was not agreed upon nor disclosed. I also said that the men were not here that long. He said that I had to pay travel time.. I disagreed, and Mr ******* said " Pay the bill or I will put a lien on your house" I refused. I went to the boat dock to check what was done and found one motor disconnected and removed. At no time was I told this was done. I told Mr ******* that he needed to return the motor. He said he would charge me to return it. I clearly stated I would pick it up. I left soon after the call , but when I arrived at the shop the motor was not there. The attendant stated he had taken it against my request. 4 hours later it arrived at my house. A few days later another invoice was sent for the delivery. $187. I never agreed to, nor did Mr ******* disclose any of these charges. He has threatened to put a lien on my property and to charge interest on delinquent payments.

    I am rejecting this response because:

    At no time did I verbally or in writing agree to pay Mr ******* to inspect my boat lift motors. Mr ******* was hired to replace the motors and fix any wiring issue. Neither of those were done. Mr ******* did not disclose that a fee was due for October 23rd. He took a motor without my knowledge. On October 31st. Per my request. Mr ******* gave me a quote, stating he couldn't be sure of the cost, because he did not look at the job himself. Still no mention of any money due. It wasn't until November 4th that I received his invoice. The job was canceled and I drove to his shop to retrieve my motor.
