My family entered into a residential construction contract with 7 Diamond Builders on January 24, 2025, tied to an approved insurance claim through Integon. After paying approximately $10,000, the company has failed to meet its obligations and has avoided written communication despite multiple *********** of July 12, 2025, they have not submitted the required site plans to the City of **************, which prevents permits from being issued. The permit application was filed on March 21, 2025three days after my second verbal request for a refund, and two days after my first written request. 7 Diamond Builders has failed to:Provide a project update or completion timeline Submit a detailed, itemized estimate (requested by both me and Integon)********* with my insurer to advance the claim Communicate in writing, despite repeated requests I was never informed the job was submitted as self-pay rather than through insurance, delaying the claim and creating confusion. When I submitted a formal demand for resolution, the owner called me instead of replying in writing, then sent a dismissive email denying all allegations. They also claimed price increases due to April 2025 ***** tariffs, even though our contract was signed in January raising concerns of price gouging.I am requesting a full refund, proper cooperation with *******, and restitution for the emotional and financial strain caused by this contractors inaction. My next steps will be to submit complaints to **** and the Florida Attorney General.

    Dear Ms.*******:

Thank you for inquiry.  You  building **** customer service told us today once your permit application and building zoning **** completed their reviews; then they will notify 7DB to either get the permit or answer any comment if needed.  You may hire public adjuster and or attorney.   As you know; we completed your engineering and waiting on you permit.  Enclosed please find copy of your engineering and updates from your building ****.

    Thank you again.

    Complaint: 23591968

I am rejecting this response because:
Thank you for your response. However, your reply fails to address the core concerns outlined in my initial complaint and instead attempts to shift responsibility without providing any evidence of compliance or good faith effort.

    To clarify:

Permit Status You continue to state that you are waiting on the City of ************** to complete its review. However, after speaking directly with the *********************** on July 10, 2025, I was informed that no site plans had been submitted by your companyan essential requirement for the permit to move forward. Therefore, delays in permitting are the direct result of your inaction, not the Citys.
Lack of Written Communication You have repeatedly refused to communicate in writing until prompted by formal complaints. This lack of proactive, professional follow-up is a significant part of the issue and is reflected in your ongoing refusal to provide basic documentation unless forced to do so.
Estimate and Insurance Interference . The documents youve provided do not fulfill Integon Insurances repeated requests for a line-item estimate. Additionally, their adjusters have contacted your office multiple times with no response, further obstructing my claim (Claim #*********).
Failure to Resolve Instead of addressing your contractual obligations or the ongoing delays, your response deflects responsibility and suggests I hire a public adjuster or attorney. That is not a resolution it is an evasion of accountability.

At this time, I stand by my original complaint. I remain open to a full refund or the immediate completion of the project in full compliance with the contract, permitting process, and insurance requirements. Otherwise, I will continue to pursue resolution through state regulatory channels and legal counsel if necessary.

    Sincerely,
    **** *******

    Business Response

We have no control over the building department permitting speed.

As we responded above we are a general contractor not a lawyer or public adjuster to deal with her insurance company.

    Complaint: 23591968

I am rejecting this response because:
I am rejecting this response because:
your response continues to deflect responsibility and fails to resolve the core concerns outlined in my original complaint.

While I understand that your company does not control the pace of the City of *************** permitting process, you are responsible for submitting all required documents in a timely and complete manner. During my in-person visit to the *********************** on July 10, 2025, I was informed that no site plans had been submitted at that time, despite your claims. Furthermore, the permit communication document you provided clearly shows that the City last contacted 7 Diamond Builders on May 19, 2025, requesting additional information. To date, no follow-up from your company has been shown.

Your statement that you are not a lawyer or public adjuster is irrelevant in this context. As a licensed general contractor, you are still professionally and contractually responsible for:
Submitting a line-item estimate to the client and insurer
Cooperating with the insurance provider, especially when the project is claim-funded
Maintaining professional and timely communication with both the homeowner and third parties.

It is also important to note that the owner, ****, did initially communicate with our Integon adjuster but stopped responding once a line-item estimate was requested. That estimate remains unfulfilled and continues to block claim processing.

In addition, Integon has sent multiple adjusters to the property, all of whom attempted to obtain documentation from your office with no success. These delays are not the fault of the city or the insurer, they are the result of your companys refusal to engage and provide standard, required documents.

I am again requesting the following to resolve this matter:
Immediate submission of complete permit documentation to the City
A full, itemized estimate sent to me and ***************** (Claim #*********)

Written confirmation of renewed communication with Integons claims team

A firm, documented project timeline,  or a full refund of all funds paid to date

Unless these issues are resolved in good faith, this complaint remains active and fully substantiated.

    Sincerely,
    **** *******

On April 2nd I entered a contract with them (provided to you) to repair the damage to my mobile home. Since then I have repeatedly asked them to email me updates which they have not done. I obtained a building permit from management. The only thing they have done is come out and measure the damages. I checked with *************** yesterday and they have not filed an application for building permit.

We hired 7 Diamond Builders to replace our pan roof over our lanai. They took $14,500 and left us with a roof that leaks so badly that water pours through our roof, soaking our floors, pours through a light fixture and is destroying my house with water damage. It was installed in spring 2024, and they have refused to service it and stop the leaking. We have contacted them by phone, email and text repeatedly! We are going to file a lawsuit because we have been defrauded!

    Business Response

    Date: 06/05/2025

This response was taken verbally by the BBB:

We have tried to help this consumer and found that the consumer had a leak that was caused by their Roofer and Electrician. Even through the leak was not caused by us we tried to help and went above and beyond by renting equipment that cost our business $900.00.

    Customer Answer

    Date: 06/30/2025

I have reviewed the response from the company, but this is nuts.  THEY WERE THE ROOFER that caused the damage.  They did not try to repair it, and we didn't even have an electrician perform any work on this area after their component was completed.  They did a faulty job, and refused to fix it.  Do not allow them to hurt other consumers!

    Business Response

    Date: 06/30/2025

The photos we provided show clearly that the electric conduit existed before we installed and we have nothing to do with it.
