    I have paid thousands of dollars for the material and have not received it yet. I have been in touch with the owner and is not taking care of the issue

    The materials originally purchased for the job have been shipped by the clients shipper as of this afternoon, per his contractor's request.

    All the work was not completed. There was a delay by the client in getting his building permits of ~8 months. This cost our company additional time and effort to restart work on the job, at this point there still has been no confirmation that the permits were approved. The client held final payment on our completed drawing work for 6 months, again causing our company difficulties from his late payment.

    The client was informed that a larger part of the full cost would be required to finish the job because of the long delay, of $5k, which would still have left more than $5k for a final payment of about $11k. He only paid $3k, and that was not enough to do the job, and he refused to pay another $2k. We could not complete, and such a request was reasonable on our part because of the long delay. He blamed us unjustly. We were not increasing the total cost because of his delays, we probably should have, but we were still willing to do the job but had to have additional funds for us to accomplish the work.

    The client has to assume responsibility for the delay of 8 months since his first payment, that was not our fault. After the additional $5k was requested he waited another month before paying the $3k, which again, was not enough, and caused us additional problems. He asked for all the materials that were purchased, and we loaded them on a truck today, and have offered to assist in his completion of the work at $50/h, first hour free. We only requested he refund the unjustified charge-backs, including for jobs that were unrelated to this job, causing us again undue costs and hardship. The client has not been reasonable or willing to accept responsibility for his failures to get permitting so that we could do the job in a timely manner.
