*** did not receive the BBB complaint until today,2/13/2025.  The applicant requested $45 in refund but applied and paid the $25 application processing fee.  So not sure where $45 is coming from on the complaint to BBB.   Nevertheless, transfer students pay a $25 application fee that is the application processing fee.  When potential applicants view the steps to be admitted to ***, step 1 on the *** admissions website, states apply now,pay the one-time $25 non-refundable application fee.  (If the application fee was previously paid, you do not need to submit another applications fee).  The applicant in this case had not prior applications. So the $25 was assessed correctly.

The unofficial college transcript was received and *** needs the official transcript.  However, a waiver for the college transcript can be submitted.  But the official high school transcript would still be needed.  The recruitment and admission team did process the app and the items sent to ***.  However, items are still needed to be admitted.

I ordered what I thought was a physical book for ********* and it turned out to be an eBook which I did not want that format. I sent an email to request a return I received a response, email screenshot attached from store manager ************************* informing me If I send the unopen envelope back with the code I will receive a refund, that was back in April when I did and never received a refund to my PayPal payment. I sent a follow-up email and never got a response so they kept the payment and the code I returned. I took a video of the unopened envelope with the seal and me placing it in the mailbox, the screenshots I provided are from the video and that was from last month. I also attached the PayPal payment I'm still making for the returned eBook code in the unsealed envelope for a total of $80.99, which I have not been refunded which is why I'm filing this complaint.

    Good Afternoon,

We did receive **************** return and attempted the refund. The item did take awhile to get to ** but we attempted the return the day we received it. At that time we received an error that PayPal would not allow the refund due to an open case (please see attached). We did attempt the refund again at another time and received the same error. We will forward this on to our accounting department to see if they can provide any further resolution or information. Thank you.

I am rejecting this response because: I have contacted Pay pal directly and yes I had a case but they closed it for a few weeks now and see no issue why the merchant shouldn't be able to issue a refund as they are still collecting the payments unless merchant issues refunds.

    Sincerely,
