  I tried to purchase this as advertised. She then tried to say it was per wheel. I asked her to show me where it says each, or per wheel, and she agreed it did not and she even said that it was misleading and said I could go to another website of theirs for free shipping if that would help. I asked to talk with the owner she said it would be Monday but she would have her call me. Surprisingly, She never called so I called her late today and ****** transferred me to the owner who was extremely defensive and rude and said "****** is just an employee and shouldn't have agreed with me that the ad was very deceptive and misleading" but I could take whatever action I wanted and said they weren't able to list the price as each on their website and said goodbye. As you can see from there listing it plainly says 4 pack special for $31.50 , it lists all 4 items in the pkg, and even the shipping weight shows the weight for four wheels with bolts. When I asked why would it says it comes with 4 bolts, 4 nuts, and 4 sleeves, and 4 wheels if the 4 pack special price is only for one wheel? She agreed it was very misleading. She agreed nowhere does it say for one wheel or price for each. I asked to honor their mistake but they think they are above the law and deceptive, misleading, and false ads obviously make them a lot of money since they have other websites under different business names that say and do the same.   When this gentleman called me, he was very abrasive right
  off the bat. I never told this gentleman that I thought our site was misleading.  I tried to explain to him that the price was
  per piece. I also tried to explain to him that when you add the product to the
  cart it automatically adds 4 pcs and then calculates the price which in his
  case would have been $144.00 then you would have to add the shipping costs to
  it. At the time he was trying to order, the product was out of stock that’s why
  he couldn’t place the item in his cart because there were only 2 pcs available
  not 4 which is what you need to purchase to get the discounted price.  We also offer this product as a single item
  for $47.55 and you only get the step-down sleeve not the axle bolts.  He was very argumentative with me and tried to
  bully me into selling him this package for that low price.  I also tried to explain that you cannot put the
  word each after the price and his reply to me was you can do anything you
  want.  He obviously has never been in business
  or built a website before. It’s common sense that if you tried to purchase this
  product from the mower manufacturer it would cost you $150.00 for each wheel so
  to think that you were going to get this whole package for that low price is
  unrealistic. I take phone orders all the time and have never has a customer try
  to say that the whole package was that low price.  They all completely understand that it is per
  wheel. He was very rude to my employee **** not only once but on 3 other phone
  calls.  He stated to her that he didn’t want
  to pay shipping, so she offered him to purchase on our sister company.  High Grade Mfg. Inc has been in business for
  over 20 yrs. and have belonged to BBB for at least 8-10 yrs. without any prior
  complaints.  We do not feel we are above
  the law; we are a very reputable company in this industry and provide quality products
  at competitive prices.  I have since
  added a phrase to the listings stating that the price is per wheel to avoid any
  misunderstanding.

  I am rejecting this response because:  I was not abrasive.  **** did agree with me the way the ad was listed that it was misleading.  And that is why the owner said she's just an employee when she addressed that **** had already told her she had said that to me. She then told me that she couldn't change the ad or add wordage such as price is for each because she can't make changes like that but then she revoked that in this response by saying that she did change the ad so she just proved she can twist the truth and recognize her mistake.  I think the commerce dept will agree this was a misleading and deceptive ad and was not clearly defined and if it was why would she feel the need to make changes or adjustments to it. Thanks for rudely implying I have no knowledge of this matter.  I have several websites up and running and I am also a business owner who must operate by the rules of advertising like everyone else.  Sometimes you just have to admit you made a mistake and you got called on it and do the right things necessary.
