    I paid ************************* (a neighbor) $2650 for materials to build an extension on my garage in late fall. When it was too late in the year to build, I asked for my money back. I found out he had not gotten a building permit. He has returned $450 with the most creative excuses that I have ever heard for not returning the balance. He is not licensed with the city or state as he told me he was. I have also found out he doesn't have a driver's license or auto insurance (which I learned when he caused a wreck and demolished his car).He has also taken advantage of a friend of mine, to whom he also owes several hundred dollars.
