      Due to our income, we qualified for the Weatherization Program in Illinois. BCMW installed Spray Foam Insulation in our entire crawl space and on the walls in our basement. They told us it was a very safe product, never had any problems with it. My wife suffers Severe Asthma and told everyone about her condition before and during all work. They said we have to leave our home during installation, due to the odor and 48 hours after. Then the odor will be gone and safe to re-enter. The odor NEVER went away! My wife could not re-enter for weeks, while I tried to air it out. *** ****** from BCMW came to our home to see the issues. He said this is the first time they ever had this problem. He promised my wife and I he would do whatever it takes to get rid of the awful odor replace or compensate us for the damages to our personal property due to the residue from the Spray Foam, whatever it takes to make it right with us! It was installed April 2022. The next 16 months he sent people to our home for air sample testing. After each test, dragged their feet for months getting the test results back to us. The whole time we trusted and believed him to keep his promises. August 2023 they couldn't figure out the cause of the odor, blamed it on our home envi***ment and refused to keep his promises to take care of the odor and the damages to our personal property. Finally I was able to get ahold of the leading specialist in Illinois ***** *****. He said he odor is caused by BCMW installing it incorrectly and is a Toxic Gas that spreads throughout the house. He said the chemicals in the Spray Foam have permeated all the surfaces and even if you remove it, the Toxic Gas will never go away! He said BCMW needs to be Stopped! I found another lady that BCMW installed in her home August 2023. She can't even sleep in her home. BCMW is still installing this knowing it is destroying homes and lives. Toxic Gas causes severe health issues. We can't afford an attorney or find anyone to help us!

      Thank you for contacting the Better Business Bureau on behalf
      of your ongoing issues with BCMW Community Services.  BCMW Community Services apologizes for this
      matter.  BCMW received your BBB complaint
      letter on December 9, 2023. 

      BCMW Community Services is a not-for-profit agency that
      assists low-income clients within the State of Illinois.  BCMW Community Services was a contractor for
      Shawnee Development Council, Inc. in this matter.  BCMW performed the weatherization assessment
      and completed the state approved work order measures on your home. This issue
      has been ongoing since your home’s weatherization final assessment in May
      2022. 

      BCMW Community Services has been in contact with you since
      June of 2022 regarding this matter.  BCMW
      has endeavored the following regarding remediation of this issue:

      *BCMW’s Quality Control Inspector (QCI) Certified assessors and crews completed your weatherization measures, remedy attempts, along with several rounds of air testing at no cost to you.

      *BCMW has worked with Shawnee Development Council, Inc. throughout this timeframe with your concerns.

      *BCMW has documented and photographed your concerns in addition to the original documentation of your weatherization file.

      *An energy audit was conducted by a QCI certified assessor.  This audit information resulted in a Weatherization work order and insulation measures. This was approved by the State of Illinois’ Weatherization staff then subsequently by Shawnee Development Council, Inc. 

      *Indoor Climate Research & Training (ICRT) with the University of Illinois at Urbana-Champaign has been working with BCMW throughout this matter. ICRT is the training center for the State of Illinois’ Weatherization Program.

      *BCMW utilized all materials to the manufacturer’s specifications.  BCMW only utilizes products that have the appropriate safety and compliance testing completed.

      *Organic vapor analysis and formaldehyde vapor analysis testing by Advanced Chemical Sensors in Longwood Florida.  These tests were done in August 2022 and repeated in January 2023.  ICRT staff indicated butane, ethyl alcohol (ethanol) acetone and isopropyl alcohol are found in common household disinfectants and cleaning products.  

      *July 2023 a certified HVAC technician installed a Honeywell electric air cleaner and smart lamp in your home to further address your concerns.


      BCMW Community Services would like to remedy your concerns,
      however we are unable to finance the demolition and/or restoration of your
      home.
