    Applied for a unit here as a voucher holder and the manager ***** decided to decline the rent offer based on personal reasons and not because of the offer made by ***, after researching this, others have been given the opportunity with a voucher and CHA offered less than the asking rent and theyre offer was accepted. Im left with no place to move to. Disgusting way to treat people!

    Dear BBB Representative,Thank you for bringing this matter to our attention. We have thoroughly reviewed the complaint submitted by Ms. ******** *. regarding her application and decline of rental offer. Customer's Statement:Ms. ******** *. claims that she is a voucher holder and was denied an apartment based on personal reasons. Our Findings:Upon reviewing our records and communications, we have found the following details regarding Ms. ******** D.s application history:Ms. ******** *. is a Housing Choice Voucher (HCV) holder who applied for a four-bedroom unit at ************. Before the office submitted her Request for Tenancy Approval (RTA) packet to the *************************, the Manager confirmed that Ms. ******** *. intended to apply for the four-bedroom unit, as the voucher amount was for a three-bedroom apartment and assistance amount. ************ is not located in a mobility or opportunity area defined by *** that may provide additional rent assistance. Ms. ******** *. confirmed she wanted to move forward with the four-bedroom application. On 02/05/24, we received a rent offer from CHA for $1791, which was below the asking market rent of $1945. The Manager reached out to *** to confirm whether the offer was based on the four-bedroom unit application and inquired as to whether *** could offer any more assistance. *** declined the offer and as a result Ms. ******** Ds application was denied for ****************************** *. was informed of the denied application, she stated that CHA had not included her income, and we advised her to contact CHA directly. Shortly after, Ms. ******** *. reached out again and stated that everything was processed correctly by CHA and that CHA had asked about the utilities. CHA informed Ms. ******** *. that if the water and sewer were not her responsibility, they could offer more assistance. The Manager explained to Ms. ******** *. that the utility responsibilities could not be removed since all residents at ************ are responsible for water, sewer, trash, and cooking gas. Ms. ******** *. asked if she could pay the difference, which is not allowable per CHA requirements when a contract for an *** is signed, the resident can only pay the maximum amount agreed to by *** (40% of income) and *** may only pay the amount agreed in the contract. Again, this total amount was less than the market rent for the unit. Conclusion:Based on our records, Ms. ******** Ds application was denied due to not being able to cover the market rent. Ms. ******** Ds application and administrative fees paid to ************ were fully refunded to her.We hope this clarifies the situation and thank you for your attention to this matter.     ***** ******* the on-site manager at *********************** has been harassing & bullying senior citizens for decades. There's a transition by *** to hire a new management company. ***** ******* should never be allowed to manege again.

    Poor management when it comes to returning security deposit. My brother lived at The Concord and died there in June 2023. Sent me security deposit "Pay to the order of my brother who is dead" That check is not worth the paper it's written on. Was told by management of building that it can only be written in tenants name. HE'S DEAD.HOW IS HE SUPPOSED TO SIGN IT.
