    Rocky collected $2000 as deposit for asphalt job to start end of October 2024. I did not see what was coming as he delayed the work from one day to the next. He was to get a permit, and he used the City as reasons as to why he is delayed, the City needing Bond and Insurance to Issue permit, etc. This went on for several weeks and towards the end, his excuse was the Asphalt Factories were closing. I had no option, since he would not return my money, but to agree to reschedule the work for early April 2025. As part of the Agreement, he was he obtain permit by end of February 2025. Of course, he never did, and the lies and scam continued. I tried to reach him by phone, text and email to enforce our written agreement several times. On March 17th. I reached out to him by phone and by text only to find out he blocked my number. Stay away from this guy, and if you have been scammed by him it should be reported. I intend to take him to court, report him to the BBB and call the City of ******** where he is licensed and file a complaint.
