    On 07/04/2023 at approximately 4:02pm, I purchased fireworks from Carroll County True Value. The approximate cost of the fireworks was $208.42, full sticker price. On 07/04/2023 At 4:10pm Carroll County True Value posted on their ******** page that they were having a sale of 50% off on all fireworks in stock effective at 4:00pm on 07/04/2023, the same day. Since I purchased my fireworks after the sale had gone into effect and was charged full price, I went back into the store seeking reimbursement for the 50% discount I was owed and the owner informed me that he was not going to reimburse me. The owners reasoning was that the computer systems were having issues that day and had they not been so slow I would have been rang up before 4pm. He also stated he had no intent of informing me of the impending sale when I was in the store initially even though he saw me enter the store before 4pm. His reasoning was that he needed to control costs. He made it obvious that he had waited until I had checked out and left the store before he posted the sale on their ******** page, hence the time stamp of the ******** post being 4:10pm for a sale starting at 4pm. Since the 50% off fireworks sale went into effect at 4pm and the time stamp on my receipt for the sale is 4:02pm, the 50% discount should have been applied to my sale. I am seeking a refund in the amount of $104.21.

     To Whom It May ***************** reply to the consumer complaint, 

     Carroll County True Value has firework that are sold before and during the 4th of July. In past years including this year, when the cost are covered on our purchase we **** them down for the community and so we don't have to store them until the next year. On July 4th this year our cost were covered around 4pm and at that point we sent out an add on social media that we were now ****ing them down 50% off at this point. The post went out at 4:10 pm and there would have been no customer that would have had any expectation that they would have got them with any discount before the Post went out.

      The customer stated in his own words the post went out at 4:10 pm 8 minutes after he made his purchase, "Quote"  "On 07/04/2023 at approximately 4:02pm, I purchased fireworks from Carroll County True Value. The approximate cost of the fireworks was $208.42, full sticker price. On 07/04/2023 At 4:10pm Carroll County True Value posted on their ******** page that they were having a sale of 50% off on all fireworks in stock".

      After the customer was less than friendly to our sales staff and calling Me and getting upset and making verbal threats towards the business on a purchase that he did not complain about the cost until the next day after seeing they went on sale. I decided to stick to store policy on returns and will still give the customer the chance as long as it is within the stores return policy as follows.

    1. All returns are to be in the original unopened packaging unless of a proven failure.

    2. All returns are to be with the original receipt.

    3. All returns are to be made within 30 days of the original receipt.

    4. All returns that were purchased on a card will need returned to the original card that the purchase was made on.

      Carroll County True Value will gladly return the customers purchase for a full refund if they are unhappy with it and can follow the stores return policy.

    I have reviewed the response made by the business in reference to complaint ID ********, and have determined the response would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.

    It is understandable that once the costs of the fireworks have been covered, to mark them down and be able to move them easier and not have the burden of storage.  It is also understood that as a business owner it is unclear when enough sales happen to cover costs and therefore a pop-up sale might occur at any time.

    With Troys statement alone, I believe that he as the business owner, while assisting me in choosing expensive fireworks) knew that my sale would be the one that covered his costs, had the intention of posting the sale while assisting me, and waited until I had paid and left the store to post the sale publicly so that I would pay full sticker price.

    The fact the posts explicitly state the sale started at 4:00pm and my sale occurred at 4:02pm, I feel I should have been included in the sale.

    In addition, I believe as the customer, the fact that the business owner resorts to an untrue personal attack, saying I was rude to his employees and threatening on the phone, is not only insulting but further evidence of the character, and the unethical way in which I believe he chooses to conduct his business.

    At this time I am still requesting a refund for 50% of my sale in the amount of $102.57.
