Thank you for the opportunity to address your concerns. We are committed to operating with the highest levels of integrity and transparency.
We have reviewed your dispute regarding license plate **********. Our records confirm that the vehicle in question traveled on the bridge in 2024. Unfortunately, because the travel dates exceed 90 days, the charges are no longer eligible for dispute.
Our records show that four invoices were mailed to the address on file with the ************************ (***). In addition, we attempted to reach you by phone and sent multiple text message alerts regarding the outstanding balance.
We recommend verifying that your I-PASS account is properly funded, your license plate information is up to date, and your transponder is correctly mounted in your vehicle.
As of today, your outstanding balance is $66.04. Payments can be made free of charge online or by phone.

I repeatedly receive text messages from Cline Avenue bridge and their collector Vallor Intelligent Processing stating that I am over due or owe an amount for a toll. I have never received a notice in the mail, nor does my family remember traveling through this location. I have never been given a plate this goes to, so I couldnt pay the toll if I wanted to and thought it was legitimate. Logging onto the website requires a plate and an account/statement number, neither of which have been provided. This may be simply targeting the wrong person, or, a scam.Business Response

I continue to receive a bill from Cline Avenue bridge for what is supposed to be my sons car. He was not where near ************, IN on the date listed or anytime in the past year. The picture shown on the bill is not even the car registered to the license plate on his car. The car shown on the bill is a white car. The license plate they have on the "bill" is registered to a black car. This is a fake bill and they continue to send bills with late fees. How do I get this to stop?!Business Response

Thank you for taking my call and for the opportunity to address your concern. After reviewing the image, we have determined there was an error with the license plate read. The account will be updated with the correct owner information.
We appreciate you bringing this to our attention, and we apologize for the inconvenience it may have caused. If you have any further questions or concerns, please do not hesitate to contact me directly.Customer Answer

For a while now I get text messages from the Cline Avenue Bridge collections team wanting me to call a number *************) or go to their website *************************************************** to pay a toll fee. However I live in **********, I've never been to ******** in my entire life. The closest I've ever been to ******** is ******** when I was about 5 (I am currently in my 50s). I've never cosigned on a car for someone else. I've called them numerous times explaining they have the wrong person (apparently they're looking for someone with the same name. I was told my number will not be contacted further. But they keep texting ***** next step will have to be legal as they know my number is not related to their toll collections and my number is on the do not call list yet they will not stop texting regardless of my efforts.Business Response

I am rejecting this response because: This is what I was told by staff a month ago yet I am still receiving text messages for this. I want some measure of assurance that this won't happen again. You didn't just discover this wasn't a phone number associated with the account you're pursuing. I told you in December, then again in late January, then again in late March. Each time I was told that it was clear my number shouldn't be on the account and I wouldn't get further texts about it. I want to know how you intend to keep me from receiving further messages on this.Business Response

I have a working ***** transponder that is always in my car and works at every toll I drive through except on Cline Avenue for their toll. Cline Avenue Toll continues to send me bills saying that I did not have a valid transponder when I went through, but that is not true. I have sent them proof that I did have a transponder that has auto-replinish so that there is always enough money on it to cover any tolls. They continue to deny my dispute even though it is clear it is their equipment on the toll bridge that is not working. I will pay the $7.90 for the toll but I am not paying for the extra fees. I do not believe they are acting in good faith with customers who drive through the toll because they are sending bills and adding late fees while you try to dispute it, when it could all be avoided by them repairing their equipment to pick up the transponder like its supposed to do.Business Response
Date: 05/01/2025
Thank you for the opportunity to address your concerns. We are committed to operating with the highest levels of integrity, transparency.
After a thorough review of your account, we found that your dispute was denied due to the age of the toll transaction, which was outside of the dispute timeline. Prior notices were mailed advising you of the balance due. Our records show a total of four invoices were mailed to the address on file, which was provided by the ************************. The invoice dates are as follows: January 4, 2025; February 10, 2025; March 19, 2025; and April 25,2025.
We conducted additional research and determined your license plate ******* was added to your I-PASS account on April 14, 2025, after the date of travel. It is crucial that license plates are correctly listed and up to date at the time of travel to ensure proper processing.
We appreciate your payment of $7.90, however, this was a partial payment, leaving a remaining balance of $47.87 due. To assist with resolving the balance the offer to adjust $15.00 still stands.
As always, we remain committed to providing the highest level of customer service. If you require additional assistance, please contact our ************* Team at **************. Thanks for travelling on the Cline Avenue Bridge.Customer Answer

I have reviewed the response made by the business in reference to complaint ID ********, and find that this resolution is satisfactory to me. I will accept the adjustment to $15 but it should still be noted that regardless of whether my car was registered to my transponder, they are defrauding people by having equipment on their toll road that doesnt work, it doesnt connect to transponders and the bills they attached here are not what is sent out, there are hardly any details in their notices including it doesnt show the date of the toll. I will never use this road again due to these shady practices.Thank you.Initial Complaint

I am a student at *****************. The CLINE AVENUE BRIDGE company claims that I drove through their toll road last December, but I was completely unaware of this. They sent a bill notice to my mailbox; however, we had already moved to a new apartment and no longer use that mailbox. Today, the current resident contacted us and informed us that the bill had increased from $7.90 to $55 due to late fees. It is unfair to keep increasing the charges without properly notifying us, especially when the only attempt to contact us was through a potentially unused mailbox.Business Response

Thank you for reaching out and sharing your concerns with us.
First, we would like to acknowledge your recent payment. We rely on the ************************ (***) to provide us with accurate information regarding the registered vehicle owner's address. If the address on file with the *** is not updated, we may be unaware of any changes to your address. As a reminder, the state of Indiana requires vehicle owners to notify the ************************ (***) of any address changes.
To ensure the accuracy of our records, we reached out to the *** to confirm the address we have on file for your vehicle. The *** has verified that the address we have is correct, and this is the same address to which all invoices were mailed. We also note that the same address is listed in your BBB complaint. Additionally, we mailed four invoices to this address, dated 11/13/2024, 12/20/2024, 01/26/2025, and 03/04/2025, and there was no return mail indicating that these invoices were undeliverable.
Our cameras captured your vehicle, a 2021 ******* traveling through our facility on 10/21/2024 at 5:23 PM, heading eastbound.
Regarding the late fee, your account has become past due, resulting in late fees being applied to the unpaid balance. As the registered owner of the vehicle, you are legally responsible for paying any tolls and associated fees related to your account, as outlined in ******* Code 9-21-3.5-14(b).
We hope this provides clarity regarding the situation.

I am being billed for a transaction by a license plate that is not registered to me. The plate pictured is a car that is registered to my daughter and shows up under my name because I helped finance the vehicle. I do not use any kind of toll pass at all. The only reason her car shows up in my *** is because I helped finance. She insists that she did have a ticket and it was paid for $4 . She has looked at her account because she does have a pass and it's her plates are registered to her and her address not mine, and when she looks in her account there is nothing owing. The picture is of her plates. This is the second bill I have received, and my earlier call did nothing. She also said it's weird they are using a Minnesota payment address since she pays locally. Can't send a photo of an ipass sticker they sent or letter as they have QR codes all over. I believe this is a scam.Business Response

I am currently a medical student at the ********************* and I reside in *******, **. My vehicle is registered at my parent's address in **********. The Cline Avenue Bridge sent an initial notice on 12/10/24 to my parent's home, which I was unaware of, as it is a federal crime to read someone else's mail and thus the notice was unopened. The Cline Avenue Bridge sent an additional notice on 1/16/25, which again I was unaware of, as I do not live at my parent's address. A final notice was sent on 2/22/25, which I was again unaware of. I visited my parent's home on 3/7/25 and found this mail, which stated that I owed the initial toll of $7.90 plus an admin fee of $15.00 plus a $20 late fee. I used the contact link on the Cline Avenue Bridge website to explain that I had not received the notices and to request that the late fee be removed. They replied that they were only able to remove the $15 admin fee. I called the customer service line at ************ and was told by the representative that the $20 late fee could not be removed even though I had never received the notice. She stated that the $20 fee is added "by the state" and thus Cline Avenue Bridge was unable to remove it. I then called the ************************************ and was told that they do not add any fees to this toll. I am worried that this is a scam and I feel blindsided that I was accruing fees before knowing I had any tolls due, as I have Pay by Plate set up with my license plate. I am concerned that they told me that these late fees were charged by the state and yet I was told something different by the state representative. I would like the late fee of $20 to be removed from my account. I understanding having to pay the initial toll of $7.90, but I think it is incredibly unfair and predatory to charge customers using an address they may no longer live at and letting the charges accrue fees without their knowledge.Business Response

Thank you for reaching out and sharing your concerns with us.
We rely on the ************************ (***) to provide us with the address of the registered vehicle owner. If the address is not updated, we are unaware that the registered owner no longer resides at that location. Per the state of **********, you are required by law to provide the ************************ with your current address.
Regarding the late fee, your account has become past due, resulting in late fees being applied to the unpaid balance. As the registered owner of the vehicle, you are responsible for paying the tolls and fees associated with your account. The call with our customer service agent was reviewed based upon your concerns, we found that the agent provided incorrect information. It should have been communicated as failure to make timely payments may lead to the issuance of a notice of toll violation, which would include additional fees. This information is outlined in the Indiana Code 9-21-3.5-14(b). Please be assured the agent has been coached to prevent miscommunications such as this in the future.
As a gesture of goodwill, our customer service representative originally offered to waive a $15 fee. However, we are now willing to waive the $20 fee instead, bringing your balance to $22.90.
We also recommend that our customers obtain an E-ZPass or I-Pass. This allows drivers a fast and efficient way to manage toll expenses at a lower rate while helping you avoid potential invoicing issues.

My vehicle with WI plate # ******* was registered in my Ipass account 11/4/******* vehicle used the Cline Ave Bridge (CAB) on 11/18/****** claims I didnt pay the toll, and sent me a bill for $7.90 in 12/24. The actual toll had it been collected during travel would have been $2.90.I provided proof to CAB that the vehicle was registered, and showed that another Ipass toll was collected against it earlier on 11/18/24.After filing various disputes and getting the run around -- including being told that I owed for a vehicle with an Indiana license plate number -- I finally agreed to pay the $7.90 on 2/28/25 just to put this behind me.The agent (******) said his supervisor agreed to waive the late fees, and charge me the $7,90 vs. the $42.90 they now claimed I owed. CAB instead charged my credit card $42.90.I want BBBs help in getting this entire amount refunded, and will pay the $2.90 by check upon receipt of a paper bill from CAB.Additional supporting documentation will be provided upon request.Business Response

Thank you for bringing your concerns to our attention. We sincerely apologize for the inconvenience you have experienced.
We want to assure you that we have tried to contact you.Specifically, we reached out by phone and left a voicemail. Additionally, we contacted I-Pass on your behalf to verify the status of your account. Our investigation revealed that the license plate ******* was added to your account on 11/19/2024, and it was backdated to 11/04/2024. We want to clarify that backdating license plates are not an option for our tolling facility. It is crucial that license plates are correctly listed and up to date at the time of travel to ensure proper processing.
We would also like to acknowledge your payment of $42.90.After reviewing your previous call with our customer service representative, we found that they offered to waive the late fee, and we apologize for any confusion or inconvenience caused.
As part of resolving this matter, we have requested a refund to be issued back to your credit card in the amount of $35.00. We appreciate your patience, and again, we apologize for any inconvenience this has caused.Customer Answer

I am rejecting this response because:
I submitted documentation that shows my vehicle was added to my Ipass account on 11/4/24. ******************** Ave Bridge has not submitted any proof that the vehicle was added on 11/19/24, and then backdated by Ipass, other than their supposed statement that this was true.
Cliine Ave Bridge representatives have proven to me that they cannot be taken at their word, by actions of their representatives who indeed charged me late fees after declaring in a recorded voice call that they would not.
When I called Cline Ave Bridge after discovering the charge of $42.50, a representative there told me that she could not review the recording of the call, as it would be an invasion of privacy, and that I surely must have agreed to the charge of $42.50 since that's what they charged me.
When I initially called Cline Ave Bridge about the charge in December 2024, I was told that the actual toll was $2.90, not $7.90. If Cline Ave Bridge wants to resolve this after all the wasted time and dishonest practices they have subjected me to, they can mail me a bill for $2.90 and I will pay it. I am not going to pay anything more to Cline Ave Bridge by credit card, due to their dishonest practices.
Sincerely,
**** ******

The invoice for the toll was sent to an address that we have not resided in since March 2019. Our car registration with the Ohio *** is not the address the invoice was sent to. Our cars are registered with our current address. The people that live at the address where the invoices were sent, tracked us down and gave us the mail. By this time, we had already accrued late fees. I contacted customer service, whom told me to file a claim. I just logged into our account and saw that the claim was denied. We are not disputing our vehicle being on the bridge, we do owe the original toll of $7.90. We are disputing the late fees, which was not our fault, since we never received the invoices. How are we to blame for the incorrect address?Business Response
