My daughter ***** joined the National Guard to both serve her country and help provide funding for her education. On multiple occasions ***** advised Ball State she would be receiving ***** ***** from the National Guard to pay her college tuition in full. She was also awarded $1700 regular ***** *****, and also the option to take out an additional small student loan if necessary. ***** also takes additional classes through BSU ROTC which requires her to volunteer time at sporting events and is on a ROTC scholarship. Since ***** joined the ** to pay her tuition, she took her ROTC scholarship for room and board. The plan, which was communicated to Ball State on more than one occasion, was for my daughter to also use the supplemental ***** ***** ($1700 ***** separate from National Guard *****) to fill in any gaps for her living expenses so she can focus on school and her ROTC volunteer commitments. This was a crucial to her plan to avoid working additional hours at a job. She is also required to attend drill on weekends as her commitment to the **. ***** is a DEDICATED, and RESPONSIBLE young lady. Ball State apparently does NOT care about her efforts to secure her future and decided to make things difficult. ***** called BSU financial aide ahead of time communicating the above plan and also asked the question if she is allowed to accept the additional $1700 ***** on top of her National Guard tuition *****. ***** wanted to make sure she did not break any rules. The financial aide office told her yes she could accept the extra *****. ***** advised them they would be receiving payment on tuition soon. What did BSU do? They seized Jacies supplemental $1700 ***** and now says there is nothing they can do, thus shorting her $1700 dollars this semester. Tuition hungry behavior when they were informed the ** tuition ***** was awarded. The guard will only pay the balance due now. Terrible tx of a kid who puts her life on the line and planned so hard and trying to do right

This is the email I submitted to bsu I want a full financial report of money you have taken from me. Essence (Balfour) Banks. For example this year you guys took my state refund for $984 when I called the person had no record of that. Last year you guys took $767 plus all state Corona assistance but claim you only took $666. 2021 you took $1,212 and you guys claim you only took $1,053. I have a letter from you each time you've taken money but due your internal records it's not adding up. I feel as if money is being stolen from me and I will be reporting this to the better business bureau as well as I will be filling a claim for all money returned that you guys have taken that was warranted. ********** Essence Banks

    Better Business Bureau:

I have reviewed the response made by the business in reference to complaint ID ********, and have determined the response would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.

[Provide details of why you are not satisfied with this resolution.]

They took money in February 900+ and they are still sending letters saying I owe $1400 which isn't accurate

    Regards,

    Essence Banks

I was a student at ball state university. As a result of the national emergency or pandemic I withdrew from school on March 15th 2021. Due to the return of title IV funds , I was charged back for the loans I took out for the amount of ******* and they are now holding my transcripts until I pay that balance off (it has now been sent to a collection agency by name of CONSERVE-Arm and charged an extra 500 on top). Under the federal Cares act attached below , that students who withdraw or withdrew during the national emergency announce by the White ***** in March of 2020 extended until 2023 , are not required to return the title IV funds (see attachments) . They are still trying to get me for this money and have not released my official transcripts. I do not owe this balance and Im filing a complaint to get this adjusted.
