    On May 10, 2021, I paid Cook Notary & Auto Title, **** (Cook) located at *******************************************************, the sum of $561 for a title transfer on a 20 foot trailer I purchased for business purposes. To date, I have not received the title which **** committed to provide. *** tried numerous times to contact the owner, **********************, but was unsuccessful. Only recently did **** return my call wherein he advised that he did not have any information as to the Seller and therefore could not complete the title transfer. The Seller information is a requirement, however, **** did not bother to fill out the sellers information as evidenced in the attached transaction summary. He also stated that it was not his problem, that I would have to try to obtain the title on my own, and suggested that I contact the Justice of the Peace. How is it now my responsibility? If he doesn't know or have the ability to transfer a title, he should have told me that before he took my money and should not advertise that he does title transfers. The only remedy he offered was to return the $561 title transfer fee. For numerous reasons, I need the title to the trailer that I entrusted Cook to provide. I've never been able to utilize the trailer as without a title I could not get a license plate. I also cannot sell the trailer.

    In response to ************************ complaint, having been in the auto title business for the past 23 years I and my staff have completed thousands of title transfers.  it becomes a bit more complexed when the seller and buyer bring in the wrong Vin# for the vehicle they are trying to transfer.   As for the Seller information, her name is printed on our receipt.  (Seller: *********************************).   I recommended to ******************** to try to find her on social media to perhaps acquire the correct paperwork for the vehicle.   I have never told ******************** it was her problem.   I do care about all my customers and if I can help or suggest the proper way to proceed I will.   As far as her refund, the check has been written out to her for the past two weeks waiting for her to pick up.     If ******************** wants to blame me for not verifying the correct trailer she was receiving, then so be it but the correct persons to blame are the seller and the buyer for not having the correct information to begin with. and not verifying what they were selling and buying.    I still advise ******************** to speak with the Justice of the Peace as he may be able to provide a Judgment Order to title this vehicle in her name without a title.  

    I have done the best I could for ******************** considering to incorrect information provided to our office from the start.   I hope that she takes my advice and tries to contact the Seller and also contacts the Justice of the Peace.   If she does happen to get the correct documentation for this vehicle, I will be happy to complete this transfer.
