    I have a child with *************** The albinism effects his ************* legally blind. I applied for the CEDAC/HMLP & was approved. 9/21/22 I got a quote. I emailed them paperwork, got approved & job would start on 5/12/23. On the morning of 5/12 2 workers showed up 2 start. One of the workers, **** provided my husband w/ his # if we needed anything. They started to ********************* the stairs until fully removed. The owner, *** showed up after this took place & was going over how he planned on completing the stairs. The way he wanted to do them didn't seem right & my husband began to ? his plan & provided other options. *** kept saying I know how to do *********** will do them right. We asked about the bldg permit because we had an issue in the past w/contractor not pulling 1. *** claimed it was on file but he's allowed to start a job w/out. *** asked for the $4000 check & I gave it to him. called the bldg **** & was told nothing was filed & he can't start w/out it. The bldg ****** came by to take a look at the ********** were allowed to continue. I was sent an authorization form so it could be attached to bldg permit application. **** promised to remove the ***** old railings from the front yard because we were concerned our son would trip over them or other kids safety. We didn't know the workers left for the day & on Saturday AM we noticed the railings we're still there. My husband texted **** but he never responded. Called the #'s on the contract & after a couple of calls *** answered. He said " do you have any idea what day it is" He was very angry he was called on a Saturday & told my husband he was cancelling the contract. I informed the bldg ***** He called ******** On 5/16 **** arrived, apologized he forgot the railings, took ************** they would finish the job. he poured the concrete, & left. He sd he would be back in 25 min. never came back. I have materials left on my ********** they are warping. ? if can even be used or total $4000
