I had taken a used car for a Pre-Purchase Inspection on 12th March 2024 after taking an appointment at 2:00pm as suggested by Andy the previous morning.

At the venue Andy asked the name of the car the model and the purpose of the visit. As it is is a pre-purchase inspection he said the charge is 145 dollars. I repeatedly asked him what work is actually done after vague replies. I finally agree and hand the keys.
At 3:15 pm, he return and mentions that the car is in good condition. He mentions the only issue is front brake pads are at 9mm of life and rear at 7mm of life. He mentions the rare wind shield wiper is torn and would cost 25 dollars and the Cabin air filter to be replaced which would cost 45 dollars. I had to ask about rust and the muffler.
With invoice number ******. I make the payment. receive the car keys and leave. I
On returning the car to the buyer and on my way home inspecting the document issued by Andy. I notice there is a miss match of the VIN and the car VIN and the engine. Additionally, License Number he has written "MA-USEDCAR" instead of the license plate number.
I cross verify the VIN and engine number on the internet and nothing comes up.
the VIN of the real car is **************************** (see Attached)
Mileage: 64,445 (at the shop) 64,441 (before inspection)
I crosschecked with the buyer for their car details to reconfirm if I was in the wrong.
The next day, march 13th 2024, I call during his business hours to check the discrepancies. He kept saying he does not understand and later mentions its standard procedure for non-registered cars. I tell him, I cannot use this particular document to buy the car has it has no identifying information of the car. He gets angry and prefers that I come to the office and speak to him, before I can finish my sentence he puts the phone down.
As a person of color, and an international female student, I feel unsafe to go back. Plus the car is sold now. I would like a refund as I feel taken advantage of.
