In June 2023, I hired ******* Biancaniello to construct an additional room for my house. After hiring an architect and obtaining town-approved plans, ******* began work in November 2023 with a promised completion timeline of two months. However, in January 2024, he abandoned the project for a couple of months without explanation. He briefly returned in April, took additional payments, and disappeared again. In total, I paid him $84,100, with invoices documenting these payments.Complaints from another town prompted our town inspector (************) to intervene. The inspectors evaluation revealed severe code violations and safety hazards. The addition was improperly attached to my house, creating structural instability. The inspector deemed the site unsafe, sealed it, and required me to hire a structural engineer to determine how to address the dangers.The engineers report confirmed significant issues requiring major corrective action. A new contractor had to demolish and rebuild much of ******** work due to its substandard quality. For instance, the footings ******* poured were inadequate, lacking proper cement structure. He had clearly cut corners and ignored the approved architectural plans.Investigations revealed ******* fraudulently used the license of a "******* *****" as the construction supervisor, even though ***** never visited the site. ******* also hired an unlicensed electrician to work on my house, forcing me to hire a licensed electrician to redo all the electrical work, increasing costs and delays.Despite multiple opportunities to fix the issues, ******* deflected responsibility, made excuses, and failed to take action. His deceitful and negligent behavior caused me significant financial loss, delays, and mental distress.******* Biancaniellos actions show a blatant disregard for professional standards and safety. He should not be allowed to continue operating as a contractor, as his practices endanger homeowners and violate building codes.Initial Complaint

We hired Biancaniello Contracting and had a contract to remodel 2 full bathrooms on the second floor of my home. The contract stated 1 month from start to finish but were going on 4-5 months with no end in sight. **** has used every excuse not to show up and pushed things off. **** has damaged my home so bad. One bathroom that he did needs to be totally redone since the tub is cracked and leaking, the tile is so bad that the grout is crumbling and the cuts are all uneven. The fan is falling from the ceiling, the toilet is rocking back and forth. The next bathroom isnt complete at all and no toilet or shower installed. **** has had so much time to complete this, we feel he has taken ****** of our money and moving on to the next victim. He has sawed though my exterior wall and siding in the master bathroom back in December and has yet to fix this. Hes pushing the blame onto the plumber after admitting he did it and would fix it. He drilled though the master bathroom floor and though by kitchen ceiling and first floor bathroom ceiling. He screwed a temporary barrier to my master bedroom ceiling while doing so a s**** went through my wiring in my attic. We were without power for over 24 hours because he didnt what to come back to find and fix the issue. The electrician he hired went into the attic and found the issue but fixed it with just capped and tapped the wire and stuck it under the insulation and left it there. Weeks later I went up there for something and started loookimg around and found this fire hazard. We had to have another electrician come and fix which we had to pay for and have to chase him for reimbursement. Since then the town inspector came in and said all the new junction boxes in the attic need to be secured on the rafters which they are all under the insulation right now. When we asked about getting that done, he said that would be on us to pay for someone to come fix that. Dont hire him! He will steal and sweet talk you DONT WASTE YOUR TIMEBusiness Response

We were hired to renovate two bathrooms Which we pulled the permits had our inspections and inspectors were pleased with the work and signed off. Once the customer saw we were far ahead in the project and nearing the completion, and that all of the materials were there to finish. The ironically decided they no longer needed us and wanted to go another direction to finish. We are losing about $20,000 by the customer not letting us finish this job we have been in business 25 years and have only had two complaints. Please feel free to contact me for any further explanation but we will be taking the customer to court and I will upload the docket. It is a shame that no good deed goes unpunished.
we take the blame for being too trusting and did find it very odd that the customer wanted us to drop off all the finish materials which we expended thousands of dollars in upgrades on LED bathtub, Jacuzzi, as well as a day etc. which were not in the contractthank you for your time and reading this response. I am rejecting this response because:
This company has damaged our home and items in the home. They left our home and didnt return for over a month. This company took 30k and the material they purchased was no more than 6k. The tub he referred to was only 1500 so hes lying like he always does. The permit he pulled had a CS on it that didnt even know he was using his name along with other jobs he is currently doing now. We have obtained proof this his fraudulent activity and we have filed all the complaints through the state. We also have all the photos that show his damage as well as the estimates To repair his damage and poor workmanship. Were dealing him building a deck without pulling the proper permits, wiring and plumbing without the proper permits. It cost us ***************************************************************************** the attic which he was already paid for. The inspectors in my town have not done a final walk though, they only did the rough. He put plumbing in the master bathroom that needs to be moved because there is not enough space in berween The shower wall and vanity to make it handicap accessible to access the toilet, which will require the entire master bathroom floor to be ripped up and done correctly. The family bathroom needs to all be taken out, floor, all tiles, and tub that was damaged by them. We have estimates for all. There is over 16k alone in damage to my siding and mater bath exterior wall that be damaged with a saw and was exposed to the elements all winter. **** is only a home improvement contractor and his LLC was orders closed by SOC We have filed a police report for the damage as well as medication that was stolen by him or his crew. Were guilty of trusting a con artist. Hes using the ** on permits from other towns that the ** isnt aware of.Sincerely,

we are at a loss of a few thousand on top of the ****** that was paid not by the customer but by a ***** from Rcap. Do you believe the state program and inspectors would allow us to get 2 checks and proceed working if there were such large issues. and the customer also asked us as a part of the project to throw in a kitchen remodel which they paid for 1/2 the cabinets and the quartz We provided all the redo of misc material / labor / plumbing and electric But they dont discuss that see pics below
we wish to resolve this amicably but we are alone in that resolution
we are fully licensed and insured and in 25 years in business have had no insurance claims as well as 1 BBB and that was for dust on a neigboiira driveway if a non customer

I am rejecting this response because:First off, this complaint is regarding the rcap loan that we applied for, which isnt a ****** you seem to be confused about this. Its a loan that is attached to our property which we are required to pay back every *****. Its a home modification loan.
This company received the first check for over 16k and change for materials only, which is in the contract that he signed. All the material wasnt purchased. The items he did purchase were cheap and products off Amazon that we complained about immediately. We asked for receipts, over and over and he never gave them to us.
The state inspector for RCAP doesnt come and inspect until the project is complete, which never happened so he hasnt been back since his initial walk through, which he layed out what was expected, which I have proof in photos submitted, customer choice tub, bidet and ***** fixtures. The items he got off Amazon were cheap and not up to standard. 50k for two bathrooms and his workmanship is beyond poor. He doesnt have all material here and even sent a message saying he wanted to drop off items that he had for this project. We dont see that as resolution. Its awfully funny that you dont say how youre turning in false documents to the town for a permit.
Rcap didnt allow you to continue working, they stopped you immediately when we told them what all was going on. The permits were canceled also. We wish to resolve also but you certainly didnt do 30k worth of work. Please send the bbb all receipts and see if they match the material that is here.
You have been forced to close your LLC multiple times. You keep changing your LLC number and most recently says youve been in business for 2 years, not 25.
You damaged our home and our home has been exposed to the elements which has caused major water damage to the master bathroom wall. You put plumbing in the master bathroom that doesnt allow access to the toilet because of the shower wall that you build. Also the pressure treated wood you used for the shower bench and wall isnt suppose to be used indoors, so all of that needs to be replaced. We have an estimate for over 50k to fix all the damage, siding bathrooms and everything. You cut tiles in my driveway which is eating the parents, your guys truck ruined my grass out front, which needs to be replaced.
The reason the fan keeps falling out of the ceiling in the family bathroom, a new electrician found that the hole that was cut for the ceiling fan is too big and its not core code, its sitting two inches above the sheet rock. The insulation keeps sucking into the fan wheel which is a fire hazard.

We have since heard from another victim who has reached out to us regarding their situation, its sad that he doesnt answer with facts, only lies.
we have to replace the siding on the back side of the home which will cost us ********* and to repair, replace the two bathrooms that he destroyed will cost us over 50,000.00.
all we wanted was to be made whole and not be out all this money. He took advantage of a disabled person and goes on to the next victim.Sincerely,
