      Through the Mass Save Program, I contracted with Green Collar in December 2019 for the installation of a gas combination boiler/hot water heater. The install was financed through a Mass Save HEAT loan approved by **********. Green Collar subcontracted the work but I was not aware of that until well after the work concluded. I discovered at a later point that the work had been subcontracted. This is important because the subcontractor that Green Collar used did not pull a permit with the City of Springfield to do the work. And as a result, I found out that there has been no inspection of the work by the City of Springfield. When I found out about the lack of a permit and inspection which was October 2021, I contacted Brian at Green Collar immediately. Since that time it has been a very difficult process for Green Collar to address the situation caused by their subcontractor. First, they tried to work with the subcontractor, that took months. Then they tried to engage other heating plumbers, that took several more months. Most recently, Green Collar has advised that I forgo the permit and inspection. I am not comfortable with this decision and feel that Green Collar has left me in a difficult and unsafe situation. Without the proper inspection, I have been unsuccessful in getting a reputable heating company to provide regular service and maintenance. I need the boiler serviced to address issues that I continue to have since the installation. But more important is the fact that Green Collar hired a subcontractor who did not pull a permit for the work I trusted them with. Apparently this subcontractor has a history of this type of behavior. I have no where to turn and hope that you are able to help me get this situation resolved as it makes me feel unsafe in my house. I paid $10,400 for the installation to be done according to code and regulations and it was not fully completed.

      Notification of the lack of sub contractor permit was brought to our attention 2 years after the install took place.  We had already cut ties with that particular contractor due to similar compliance issues.  When it was brought to our attention we engaged the sub contractor to correct the permit issue.  He was not helpful in the matter.  At that point I reached out to the town directly to see if there was a way we could arrange a town inspection to ease the customers concerns of safety, but they are unwilling to perform any kind of inspection without a permit.  We then engaged as many plumbers as we could to resolve the issue, 2 of which were willing to visit the home and attempt to rectify the situation.  Both had significant concerns regarding other plumbing that had been completed previously without permits (drains, domestic water, etc) and the potential fall out if they put their license on the line for a home with many issues to be corrected beyond the HVAC system.  They also stated that pulling a permit for work was completed years ago is a very out of the ordinary request and that likely the town would not approve a permit of that nature.   I feel as though I have exhausted my ability to correct a permit issue.  The contractor who completed the installation was ********************* in ****** **, and all proper insurances and 1099 payments for the project are on file.  I would also like to point out that our company has a very clean track record for obtaining the proper permit, with this one exception.  Our permitting history can be searched by town or easily via the link below.  We are not a fly by night contractor and want to do right by our customers.  This is an unfortunate situation that we have attempted to correct, but have not found a viable solution.
