    I had a deeply unsatisfactory experience with CEP. In April, I signed a contract for a pool project, but as the work progressed, costs escalated unexpectedly. While I approved a few upgrades, most price increases stemmed from imposed upgrades or charges I was informed of only after the work was completed, such as $20,000 in ledge hammering billed as full-day rates despite shorter work hours. These issues, among others, deviated significantly from our agreement.
    The most concerning issue was CEP’s installation of an electric pool cover instead of the hydraulic cover specified in the contract. They had recommended the hydraulic option, citing drawbacks of electric covers, but later installed an electric cover without notifying me or updating the agreement. They also demanded additional payments to make the hydraulic cover "commercial-grade" while failing to disclose the planned substitution. I withheld final payment for the cover in hopes of finding a resolution, but CEP halted all remaining work, refused to return purchased equipment, and routed all communication through their attorney.
    Quality was another concern. A retaining wall was installed without waterproofing, coping had chips and holes, and a nearby wall was damaged during construction with no repairs offered. I hired a local hardscaping company for better-quality work at lower costs, such as stone veneer installation for $50–$85 per square foot compared to CEP’s $125 per square foot quote. Requests for itemized invoices were not well received, making it impossible to verify charges.
    I regret not reviewing the contract with an attorney or checking CEP’s track record more thoroughly. I strongly recommend potential customers keep all communications in writing, measure items before and after installation, and demand detailed quotes.
