There was a consultation with ***** ********* in June 2024. I signed the invoice on 6/7/2024 and made payments on 6/11/2024 and 6/24/2024. His crew member started the work but did not finish it. I have not heard back from ***** ********* since August 2024. He claimed the county was coming to inspect, and that the permits were filed. I contacted the county. These permits did not exist! They had no such record of any work at my property. I texted, called, and emailed PVI Group, LLC. to no avail. I paid $4,000 cash through bank transfer because ***** ********* said that was the only form of payment taken. The website states they do take other payment methods. I have contacted *** multiple times requesting a refund.Initial Complaint

***** ********* with PVI Group LLC has not been back to complete work in three weeks. Found out he did the work out of order. No permits were pulled for the work done nor has any inspections been completed for the work done. I have tried calling and texting and he has not responded. I paid for this work that isnt complete or up to code and now I am displaced with nowhere to live because of this. I am an older woman on a fixed income this house is all I have! I will be also contacting **** to make an official complaint about this issue as well. I am hoping that the BBB and MHIC will be able to help me with a resolution. I really just want my house fixed and up to code so I wont homeless old lady with disabilities.Business Response

As the business owner and project lead, I take full responsibility for the recent communication lapse. Although I had to step away from the project temporarily, it was still my duty to keep the customer informed about our plans to resume work. While I did notify the customer about a family emergency, I acknowledge that this does not excuse the insufficient communication. The work completed on the property meets the required standards and was executed in a manner that addressed the limited space available. This contract transaction began on December 23, 2023. The amount of money I paid the business was $24,000.00. The business was to build a 40'X40' concrete 15" thick slab foundation for a 40'X40' shed. The nature of this dispute is that the contractor did not pull any permits and did not construct the foundation required by county codes. The contractor was informed several times as much as a month and a half as well was sent pictures of the defective work on my foundation. After informing the contractor of the problems, he refused to rectify this problem. He was notified by me the home owner way at the start of the contract job that "Time Was Of The Essence" but do not take any "short Cuts" to get this job done for which he agreed. I have my and my family personal items in (7) 10'X30' rented storage units in the state of ********. Total payments of these storage units are costing me over $2,500.00 a month. This is why I am having the shed built because I can no longer pay this amount of money each month. I am retired and is on a fixed income. In about a couple of months, I will no longer afford to be able to pay those storage unites and I was informed that all of my storage unites will go up for auction and that all of my and my family personal items will go up for auction and that is all we owned. This will be devastating for all of us. The contractor was informed of my dilemma way before the contract was signed. He informed me that it would take no more than two weeks, and now is going over four months. This is not acceptable. I tried many times to contact him, but he refuses to get back with me. I had got estimates from at lease five other contractors and they informed me that it will cost at least $40,000.00 to **** the bad work that the previous contractor had done. These contractor also informed me that they do not go over another contractor work, it would have to be torn down and redone all over again. I do not want this contractor to repair his bad work.Business Response

PVI Group LLC sincerely regrets the inconvenience and dissatisfaction experienced by the customer regarding the construction of their shed foundation. We appreciate the opportunity to address the concerns raised in their statement.First and foremost, we acknowledge the importance of adhering to county codes and obtaining necessary permits for construction projects. We apologize for any oversight in this regard and understand the frustration it has caused.Regarding the quality of workmanship, it was determined early on that due to the slope of the land, a retaining wall would need to be constructed to level the ground for the concrete slab. The customer was informed and agreed prior to construction. However, we take full responsibility for any deficiencies in the work performed. Meanwhile, once a crack appeared in the wall, we had a structural engineer visit the site and was advised that the land was not suitable to sustain a concrete slab, and the project should have never been permitted by the Prince ******** County Office. Upon learning this, I immediately filed a claim with my commercial liability insurance company in hopes of receiving favorable compensation for the customer's loss. This claim has now been in process for at least 30 days, still pending a determination.In terms of communication, we understand the importance of timely and effective dialogue with our customers. We apologize if there have been delays or lapses in our responsiveness. However, as I've mentioned, I have been awaiting a determination from my insurance company to in hopes of providing the customer with a favorable response and possible solution. We are committed to improving our communication practices to ensure better customer satisfaction going forward.Regarding the customer's financial situation and the urgency of completing the project, we empathize with their predicament. We acknowledge the impact that the delay in completing the construction has had on their storage expenses and overall well-being. Again, for these reasons, I have filed a claim with my insurance company in hopes helping to resolve this issue. However, in the meantime, we are open to discussing potential resolutions to address the customer's concerns. We would like to rectify the issue by offering demolition services to remove the existing construction to decrease the costs for new possible contractor options and also willing to explore other mutually agreeable solutions.We appreciate the customer's feedback and the opportunity to rectify the situation. Our goal is to ensure the customer is able to move forward with the project, if they choose, with a new contractor. As you know this has been a very long five months of stressful, financial and sleepless ordeal that I have and still is going through. **** something that should have been taken a least three weeks has turn out to be over five months and counting. I had hired your business because I though that I was getting a professional and trustworthy person. Mr. ********* when I first mete you, I felt that you was a business man that sticks by your work and made sure that your customer where very pleased and satisfied with your work and believe it or not, I still have faith in you to come back to repair and bring this foundation up to PG Code. Mr. ********* you at least owes me that. I have paid you the money you requested through out this job. My whole objective is to have you to please come back to my property and repair the faulty work your worker as done. As you know, I was having this shed built in order for me to get my family and I furniture and personal items that are in seven separate storage units for which I had told you at the beginning of the job. *** I am paying $2,550.00 per month and so far up to now, it's been over $10,200.00 in payments. I am retired and is on a small pension. This is why I have been hoping and stressing to you to please get this work in a timely fashion. I also in an email mention to "PLEAS DO NOT CUT CORNERS".
I understand that you had a structural engineer to visit my property and that he has concluded that the land that this foundation is built on was not suitable to sustain a concrete slab. Mr. ********* with respect to you and this engineer's finding, I would like it if you could please give me an official stamped copy of his finding. I had talked to you and your uncle "******" on the day of laying the footing, and you was standing there with us to hear him informed us that the ground was in good shape for this foundation. Mr. ********** I am asking and pleading with you to repair this foundation. I have had a engineer to come out and survey this foundation and he has stated that it is repairable and does not need to be totally taken down. I have his report. So please reconsider your offer. I am willing to overlook everything else without any additional expenses coming from me. I just want to complete my foundation so that I can finally get my shed up and standing. THAT IS ALL I WANT!, I just can't keep going through this ordeal.

05/15/24 - Mr. ********* , I failed to inform you that in reference to my seven storage units, it looks like I will not be able to pay July's rent and there after. This will mean that all of my storage units will be confiscated and placed up for auction and this is what I'm trying to avoided. This will be devastating for my family and I and this is the main reason why I am so compassionate in getting this foundation built. Mr. ********** I am asking you to please help me to get this foundation built since I had nothing to do with the condition and outcome it is in. If you an extra hand, I am willing to help. This is very important to me and my family. From my standpoint of view and what my engineer has in informed me that not a lot of work needs to be done.

We appreciate the customer's prompt response and apologize for any inconvenience caused by this project. As I mentioned previously, the structural engineer I consulted at the property believes the site is not suitable for the desired structure and is willing to provide evidence and share his findings. Interestingly, the customer has also spoken with an engineer who disagrees and believes that the land is suitable and the project can proceed. Therefore, I am proposing a meeting at the property with both engineers to compare findings and determine if the project can move forward. I aim to schedule this meeting immediately to avoid further delays and help the customer resolve storage issues. 05/27/24 - Mr. ********** I am assuming that you have received my response to your message given to me on 05/20/24. I am still waiting for you to set up a date for you and your engineer to meet with me at my home to provide evidence and share his findings. I will like an official stamped copy on your engineer's letter head to prove his findings. This is what I had stated in the last message sent out on 05/22/24. After that I will check through the county of it's authenticity. I feel to resolved this matter and to make me whole, you need to redo the whole structure over again and bring everything up to PG County's codes. That is what we agreed on when we started this work. I have found out that the structure is not structurally sound or safe. As well as repairing it will not meet PG County code. The footing was not properly done. If you feel that this structure is safe and will meet PG County code, Please set up an appointment for reinspection with PG County inspectors. I know that I have fulfilled my obligations and paid you for what you has charged me for in building this structure. You have my money and I am without a foundation as promised. I am waiting for your response.

06/04/24 - Mr. ********** I feel that this is an open and shut case, primary because I did nothing wrong or had any parts in constructing this foundation. You and your crew members did and totally constructed this footing and foundation wrong, unsafe and not by PG County codes. I feel that you and your crew members had mess this job up, not me. Since you messed it up, you need to fix it up and I should not be coming out of my pocket for any additional money. This will make me whole or give me back all of my money I have given you for this job. There is other monies for the extra three months of storage fees I had to pay at $2,550.00 per month because you did not meet the time frame you said you will have my foundation built that I have paid you the money you had quoted me for. Mr. ********* I have did my part. If you would just totally tear down the foundation to the footing and remove all the debris and give me all of my money back. You had informed me at the beginning of this work sometime in mid December that you will take care of everything as well as getting the proper permits for same. I trusted you Mr. ********* do this, and now you have failed me tremendously. You have no ideal what you has and is now putting me through such as financially, mentally and health wise. I informed you at the beginning that I am retired and is on a small pension. You had sat in my house and help me to get loans to pay you for this work. I did not have $27,000.00 in my bank account to pay you, that's why I had to get loans to pay you. As of next month July, 2024, I will no longer have the payments to pay on my (7) 10X30 storage units. I was hoping that my foundation for my shed will be up by now since we started this contract in December of last year 2023. It has now been at least six months, this is not acceptable, I had plan for this foundation to be up with my shed on top of it at least by the end of January. All of my money was set on the contingency that my shed would be up at least by late January, early February so that I could take the payments of the storage units and pay back on the loans. Mr. ********** I want to be made whole, I deserve to be made whole. I feel that there should not be a mediation since you had mess the job up and you need to fix it up the correct way.
