This appears to be another variation of a fraudulant offer of employment that seeks payment from the new "employee" in order to start employment. Consumers have indicated that they were asked to pay in advance for equipment and supplies. They are asked for their payments bit by bit, so the final amount sought is unknown, and likely would go on as long as the person continues to provide payments. The offers reference the real address of the National Library of Medicene on the site of the National Institute of Health in Bethesda, MD, but contact is only through e-mail and telephone.
The Better Business Bureau advises you to be very sceptical of offers made by entities that claim to be genuine companies or goverment agencies. Seek verifiable contact with the company involved before spending funds through e-mail solicitations.
