    So many years ago I dropped classes using online tool and the program didn't drop them due to error. I didn't find out until after semester ended and I failed classes and *** REFUSED to refund money even though it was THEIR error. Wanted me to retake classes to not have Ds on my transcript. Fast forward and I take a medical billing course which I get ALL ******* and complete with pell *****s. After this I sign up for supplemental classes but due to the failing grades from many years ago, some my how my gpa dropped too low to keep my pell ***** AFTER I bought my books and classes for semester. I was able to drop classes in time but unable to return $700 worth of books because guy on phone at store said it was too late to get money back. I now am in collections for $700 to the state and can't get a pell ***** to HCC (not that I would after sub par teaching, like teaching ICD-9 when by the time students would be in work force the ICD-10 would be in effect (ICD-10 wasn't taught at all). Also one class was literally 4 hours of certain students giving personal stories to whatever the teacher tried to teach because she couldn't keep them on topic and let them do it, which we didn't end up finishing the coursework I believe. That class I admit to skipping half of because of all the storytime and 4 hours of it. I still got a B in it. I also wasn't told until partway through the course that you can't go straight into medical coding, you have to start out on front desk work, which I was taking course to AVOID DESPERATELY. It was also advertised that you could code from home afterwards and the teachers said those jobs rarely exist, and only for very experienced coders, which again which is why I took the course. I know this complaint isn't timely in any way, but as I'm still getting collection notices I CANT afford on disability check, I felt the need to complain. We even went in several times to try and get those first classes refunded. Why would I sign up and not do a class?

    First, the actions leading to this complaint took place twelve (12) years ago.  By any reasonable calculation, every statute of limitations or reasonable period for filing a complaint should have long expired.

    Second, the student enrolled for classes and received a Federal Pell grant.  She bought $726.16 of books, supplies, and materials from the Campus Bookstore.  That much of the complaint is not in dispute.  The student failed to meet satisfactory academic progress, and was dropped from her classes.  According to Federal Pell guidelines, any responsibility for tuition was waived, but she was still responsible for return payment of the $726.16 to the Campus Store.  She failed to return the books in a timely manner, the period for return having expired, or they were not in a suitable condition for return, which led to the charge going to collections for nonpayment.  Given the time lapse between the incident and this complaint, we cannot tell whether it was a time period expiration or condition of the books that led to the unsuitability of a refund.

    Given the length of time, and that the College was following well established Federal procedures for the application of Pell awards, this is a legitimate charge.  If I can provide any further information, please do not hesitate to contact me.

    The reason statute expired was because even though me and my mother asked SEVERAL times, *** REFUSED a refund on classes even though it was a known issue at the time that dropping them online didnt always actually drop them. Why would I pay for 2 classes and NEVER attend one when all my other classes have attendance and work finished?

    As for the low gpa and losing ****** it's BECAUSE of these classes and my refusal to pay for them again and take them, especially when I don't need them. My gpa all of a sudden dropped after finishing an ENTIRE medical billing course with all A's & B's, not before. Also, *** did not inform me about my gpa until after the semester was starting, classes were signed up for and bought, and books were bought, all with pell ****** That's why I owe the money. By the time the pell ***** was ripped away I had no time to return the books, or was at least told as such. All I remember was a man on the phone telling me it was too late. I just found an old collections for this that says HCC on it if you want to see. 

    Why did HCC not inform me about the low gpa before taking my money? Why was my gpa high enough when I signed up for classes but not after? Why, after taking all those classes and getting As & Bs did my gpa go down? I guess I'm bad at math and don't understand gpa's.

    Hcc got their money from the state so I guess they are happy. Now I owe the state. 

    I will never go back to HCC with their subpar teaching. I'll pay 3x to go to ****** rather than go back there. I didn't even pick up my billing certificate because it was worthless to me after being told I couldn't actually work in billing with it by one of the teachers. I'm done with HCC forever and so is everyone Ive known to go there. I have yet to meet someone happy with their learning experience from there.
