    I needed to hire a contractor to complete some changes in my kitchen and half bathroom in a Baltimore row house. I wanted someone with experience in the neighborhood. I checked my neighborhood ******** page for construction references. I found Commserv and a few others.
    After meeting with Paul, I decided to chose him as his bid was reasonable and he seemed like a nice and honorable man.
    The contract was signed 4/27 for $10,575.00 and I paid $3,524.65 to get the project started.
    I contact him in June to begin work as we previously discussed that would be the start time. He always had an excuse for why he couldn't come then or give a date of when the work would start. After two months of calling and talking, he stopped answering the phone. His voicemail was consistently full so I was only able to leave a message every third or fourth phone call.
    I tried emailing, no better luck. This went on through October.
    Finally I wrote him a letter demanding my money back since he clearly wasn't going to complete the work. I have not heard from him and he has not returned my money.
    I believe he intentionally stole my money and never intended to complete the work. I still need the work done, but am nervous to try anyone else, as they could also take advantage of a retiree.

    The job was to complete a deck with stamped concrete around the pool & stamped concrete from the pathway around to the deck. Project total was close to 60k broken down in three installments. I only had 13k left to pay. The project started September 2022. The stamped concrete was completed around the pool area only. In October, some contractors came & begun pulling up my old deck. They threw everything on the porch out in the grass damaging some of my property. My back door has been boarded & inaccessible since.

    November 2022, he reached out stating that one of the payments did not go through due to issues with my bank. That was resolved after a week of going back & forth with the fraud department at my bank. Paul stated that the contractors would be out the week before Thanksgiving to start doing the deck. No one never came & he never called. I have been texting & calling Paul since then with barely any response. He has told me numerous of times that the contractors were going to come to finish my deck & then the day of, he will not show or call me to let me know what's going on.

    Sunday, Dec 11, I called him as one last attempt before suing & asked him what was going on because he has not been answering my calls or texts. He stated that he had some personal stuff going on with his nephew & that the contractors will be there Mon Dec 12 between 10-10:30AM. The next morning, no one shows up. He texts at 9:40AM, saying that his helper called out & he was making arrangements to have the materials delivered. He never showed up or came to the house.

    At 2:30PM I then requested to have my money returned. He never responded to that either. I know I have to file a civil suit and not only that get another contractor to finish up the deck as we have no deck and cannot access the back of my yard.

    I began looking up his company and saw that this is what he does, and he has been sued numerous times. With him currently being sued now. He has a scheduled court date Jan 2023.

    Date of contract -August 3, 2022 Told him wanted to cancel the kitchen on August 5,2022. Company- Commserv llc - Paul ******* I gave him a $6,600 ck on 8/03/22. He and 1 other man came to my house on Friday 8/05/22. Now Paul ******* being President of Commserv llc, I took him to come in and over see the job of tearing a doorway out so I could get a refrigerator in, but he was a worker.came 9am left 11 :44 get lunch never came back till after 2 only worked approx 3hrs.total. I went to the bank and the ck $6600.00 He cashed on August 4th. Now I have 7 business days to cancel and he has already cashed my check. He told me doorway $1200.00 but giving it to me since I orderedwhole new kitchen. His fax # does not work. And he only answers the phone when he wants to.He is not dependable. He stated all the new kitchen would not be in for 6-8wks. So I have to look at wood and broken plaster till then.He made it should when he took the job of making doorway wider, it would be finished in 1 day. He lies.He gives you a time and doesn't show up.I gave him a copy of the same letter I fixed you,but he threw his out of the truck onto the ground.I got his tag # and when told him that he did not like it a big. I owe him no more than $600. For tearing out my door entrance.he has not finished the trim etc.
